To be the unequaled provider of special operations forces (SOF) and Intelligence Community focused technical, service, and training-based solutions.
Overview
The Special Technical Operations (STO)/ Special Access Programs (SAP) Planner position is a full-time position coordinating SAPs, Alternate Compensatory Control Measures (ACCM), and other sensitive capabilities, while working directly with joint planning teams, interagency partners, national-level organizations, and information forces to ensure sensitive activities align with mission objectives. Serves as a critical enabler for the secure integration of highly sensitive capabilities into influence and non-kinetic operations. This position is on a future contract that is pending award announcement.
Security Requirement: TS/SCI or TS w/SCI Eligibility
Roles and Responsibilities:
  • Manages and ensure all SAPs supporting Operations in the Information Environment including MISO, MILDEC, Cyber, and EW-are properly protected, compartmentalized, and compliant with applicable security protocols.
  • Plans, integrates, and coordinates with interagency and intelligence community (IC) entities.
  • Facilitates the de-confliction that underpins intelligence gain/loss and political and military assessments.
  • Incorporates information-related capabilities and sensitive activities into operations orders, annexes, and evaluation/assessment plans.
  • Advises on the development of campaign plans and CONOPs involving STO, SAP, and Alternative Compensatory Control Measures (ACCM).
  • Coordinates STO planning efforts across operations, intelligence, and sensitive activities directorates.
  • Manages the Review and Approval Process (RAP) for CONOPs involving SAP and Sensitive Activities.
  • Develops and integrates STO components into Combatant Command (CCMD) IJSTO plans and related efforts.
  • Provides planning expertise across mission analysis, course of action (COA) development, wargaming, and plan transition.
  • Represents STO equities in working groups, planning cells, and interagency coordination forums.
  • Ensures compliance with IJSTO and DoD regulations for handling and accessing classified material.
  • Serves as a liaison to the Joint Staff, OSD, CCMDs, IC elements, and partner nations on STO-related coordination.
  • Integrates Special Technical Operations capabilities enabling lethal effects into planning and operational activities.
  • Conducts fires planning for the integration of cyber-delivered STO and Information Operations capabilities into Offensive and Defensive Cyberspace Operations (OCO/DCO), and integrate emerging cyberspace operational efforts into OPLAN development.
  • Synchronizes all Information Related Capabilities (IRCs) into the scheme of fires, including Information Operations, Cyberspace capabilities, and Electronic Warfare enablers.

Required Qualifications:
  • Direct STO planning experience at a Joint or Geographic Combatant Command Headquarters
  • Completion of: Special Technical Operations Planner's Course (STOPC); MILDEC Planners Course (MPC); Planning and Decision Aid System (PDAS) Users Course
  • Proficiency in integrating STO into joint planning processes (JOPP, JOPES)

Preferred Qualifications:
  • Prior USCENTCOM or Joint Staff-level experience
  • Experience supporting the CENTCOM AOR, INDOPACOM, or AFRICOM
  • Experience coordinating SAP or Sensitive Activities across multiple command levels and agencies
  • Familiarity with national-level policy and authorities governing STO
