About the role

The Senior Workforce Strategy & Resource Optimization Manager is responsible for leading workforce planning, labor optimization, and operational analytics across airport ground handling operations, including Cabin Services, Ramp Operations, Passenger Services, Baggage Services, and other below-the-wing functions. This role develops scalable workforce models, staffing forecasts, and productivity strategies that improve operational efficiency, control labor costs, and support profitable growth.

The successful candidate will leverage Quickbase, Power BI, advanced Excel, and business intelligence tools to build workforce planning solutions, automate reporting, and provide executive leadership with actionable operational insights. This position partners closely with Operations, Finance, HR, Commercial, and Executive Leadership.

What you’ll do

  • Strategic Workforce Planning: Develop multi-year workforce strategies aligned with company growth, seasonal demand, and industry trends.
  • Budget & Financial Oversight: Own labor budgets, forecast costs, and ensure profitability while meeting service level agreements.
  • Vendor & Contract Management: Oversee third-party staffing vendors, negotiate contracts, and monitor compliance with SLAs.
  • Technology & Automation Leadership: Drive automation initiatives in planning tools and BI dashboards; implement predictive analytics for scheduling.
  • Performance Monitoring: Validate operational hours against planned schedules, identify discrepancies, and implement corrective actions.
  • Data Analysis & Reporting: Deliver actionable insights and executive-level reports on workforce trends, capacity, and productivity.
  • Proposal & Tender Support: Contribute to competitive bids, standardize pricing methodologies, and forecast staffing for new business opportunities.
  • Continuous Improvement: Monitor productivity tools (Avtech, Power BI, etc.), assess performance against objectives, and recommend improvements

  • Experience building manpower models from flight schedules
