We're looking for an experienced Carrier Safety & Compliance Manager to lead and continuously improve

our carrier safety and compliance program.


Position Summary

The Carrier Safety & Compliance Manager is responsible for leading Roadly's carrier qualification, safety,

compliance, and risk management initiatives.


This individual will own Roadly's Carrier Vetting Standard Operating Procedure (SOP), oversee carrier

onboarding and continuous monitoring through the Highway platform, conduct internal compliance audits, manage cargo and liability claims, lead safety training initiatives, and continuously improve our carrier risk management program.


This position serves as Roadly's subject matter expert on carrier safety and compliance and works closely

with Operations, Leadership, Insurance Providers, Legal Counsel, and Technology Partners to ensure the

company maintains best-in-class carrier qualification standards.


Key Responsibilities

Carrier Safety & Compliance

  • Own and continuously improve Roadly's Carrier Vetting Standard Operating Procedure (SOP).
  • Manage carrier onboarding and qualification using the Highway carrier vetting platform.
  • Review FMCSA safety data, CSA BASIC scores, operating authority, insurance, inspection history, and
  • compliance records.
  • Evaluate carrier risk and make qualification recommendations in accordance with company policy.
  • Manage carrier requalification and continuous carrier monitoring.
  • Stay current on FMCSA regulations, industry best practices, and legal developments impacting
  • freight brokers.
  • Maintain complete and accurate carrier qualification documentation


Internal Auditing & Compliance

  • Conduct ongoing audits to ensure company personnel are following the Carrier Vetting SOP.
  • Review carrier qualification files for completeness, consistency, and documentation quality.
  • Identify trends, deficiencies, and opportunities for process improvement.
  • Recommend corrective actions and process enhancements.
  • Prepare compliance reports and audit findings for leadership.
  • Monitor internal compliance metrics and performance.


Claims & Incident Management

  • Oversee cargo claims, carrier-related incidents, and liability claims from initial notification through
  • resolution.
  • Coordinate with carriers, insurance providers, customers, adjusters, attorneys, and internal
  • stakeholders.
  • Maintain organized claim files and documentation.
  • Ensure timely communication and follow-up throughout the claims process.
  • Conduct post-incident reviews to identify root causes and preventative improvements.
  • Track claim trends and recommend strategies to reduce future incidents.


Safety Training & Education

  • Lead new employee training related to carrier qualification and compliance.
  • Conduct recurring carrier safety and compliance training sessions.
  • Communicate SOP revisions and regulatory updates throughout the organization.
  • Develop training materials using real-world scenarios and case studies.
  • Promote a culture of accountability, documentation, and continuous improvement.


Risk Management

  • Monitor industry safety trends, litigation developments, and regulatory changes affecting freight
  • brokers.
  • Track key performance indicators related to carrier safety, claims, audits, and compliance.
  • Recommend policy, SOP, and operational improvements to reduce company risk.
  • Assist with insurance renewals and carrier risk management initiatives.
  • Work proactively to identify operational risks before they become claims.


Fraud Prevention

  • Develop and enhance carrier fraud prevention procedures.
  • Investigate suspicious carrier activity and potential fraud indicators.
  • Train employees on freight fraud prevention, identity verification, cargo theft prevention, and double
  • brokering awareness.
  • Recommend technology and process improvements that strengthen carrier security.


Vendor & Systems Management

  • Serve as the primary administrator for the Highway carrier vetting platform.
  • Evaluate new carrier safety, compliance, and fraud prevention technologies.
  • Coordinate with technology vendors regarding system improvements and best practices.
  • Support integrations related to carrier qualification and compliance.


Leadership & Continuous Improvement

  • Serve as Roadly's internal subject matter expert on carrier safety and compliance.
  • Partner with Operations and Executive Leadership to continuously strengthen carrier qualification
  • standards.
  • Lead initiatives that improve documentation, consistency, operational excellence, and risk reduction.
  • Foster a culture where carrier safety, compliance, and due diligence are fundamental to every
  • shipment Roadly moves.


Required Qualifications

  • Minimum 3 years of experience in carrier safety, carrier compliance, carrier onboarding, or risk management within a freight brokerage.
  • Hands-on experience using the Highway carrier vetting platform is required.
  • Strong knowledge of FMCSA regulations, CSA BASIC scores, operating authority, insurance
  • verification, and carrier qualification standards.
  • Experience managing cargo claims, carrier incidents, or transportation-related claims.
  • Experience developing, maintaining, or enforcing carrier vetting procedures and Standard Operating Procedures.
  • Experience conducting internal compliance audits.
  • Experience working with legal counsel and insurance providers on transportation claims.
  • Familiarity with carrier monitoring platforms and transportation technology solutions.
  • Experience leading employee training and process improvement initiatives.
  • Strong analytical and problem-solving abilities.
  • Strong organizational skills with exceptional attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to make sound risk-based decisions in a fast-paced environment.
  • Proficiency with Google Workplace, Microsoft Office, and transportation management systems.
