The Manager, Transit Equity is responsible for Title VI compliance and oversight, including Title VI Program development and monitoring, conducting equity analyses and service performance monitoring assessments, transit equity nondiscrimination policy development and implementation, creation and delivery of trainings, supervision of all external customer complaints raised pursuant to Title VI of the Civil Rights Act of 1964 and Colorado Revised Statutes 24-34-601 and overseeing the implementation of Public Participation Plan and Language Access Plan.

DUTIES & RESPONSIBILITIES:

Transit Equity Operations

  • Oversees the development of the Title VI Program as required by Federal Transit Administration (FTA).
  • Establishes a process for Title VI Program compliance monitoring and implementation.
  • Monitors and reviews Title VI Programs of transit-related contractors and subrecipients to ensure compliance with federal regulatory requirements.
  • Oversees and investigates allegations of discrimination in accordance with RTD's Transit Equity Nondiscrimination Policy and Transit Equity Complaint Management Procedure and recommends corrective action based on findings.
  • Develops and implements policies and procedures and conducts appropriate training to further the goals of the agency's Title VI Program.
  • Develops, leads, and executes inclusive decision-making frameworks and engagement plans to ensure Black, Indigenous and People of Color, and low-income populations are included in major policy decisions, service changes, fare changes, long-range planning initiatives, and other public decision-making efforts.
  • Provides guidance, advice, and recommendations to the Director of Civil Rights regarding means and methods of fostering equity.
  • Acts as the liaison with federal, state, and local transportation regulatory agencies related to Title VI of the Civil rights Act of 1964 and Colorado Revised Statutes 24-34-601.
  • Facilitates coordination and collaboration with agency business units including Service Development, Community Engagement, Market Research, Bus and Rail Operations, Planning, Legal Services and other business units as needed.
  • Stays abreast of transit equity initiatives, policies, and best practices and maintains knowledge of U.S. Department of Transportation (DOT) and FTA's Title VI requirements.
  • Conducts extensive policy analysis and research on civil rights, diversity, equity, inclusion, and belonging issues.
  • Oversees the completion of service performance monitoring assessments and equity analyses for major service, fare changes, and facility sitings.
  • Plans and executes data collection, analysis and interpretation of studies, surveys, and other sources, applying statistical, geospatial, and other analysis to inform policy and practice.
  • Ensures a professional work environment by demonstrating the agency values of passion, trustworthiness, respect, collaboration, diversity and ownership; as well as a strong commitment to equity, diversity, inclusion and belonging.
  • Communicates regularly with the Director of Civil Rights and other staff to ensure effective information flow and adherence to goals, policies, budgets, and timelines.

People Power Management

  • Maintains appropriate staffing levels and reviews progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.
  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.
  • Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.
  • Fosters a safety-first culture, prioritizing prevention, accountability, and continuous improvement.
  • Takes action to advance the goals of Equal Employment Opportunity, Small/ Disadvantaged Business Enterprise, Title VI and ADA Plans, thereby ensuring RTD's hiring programs, work environment, contracting and procurement practices, and transit services/programs are fair, equal, and non-discriminatory.

QUALIFICATIONS:

Required Qualification:

  • Bachelor's degree in Public Administration, Urban Planning, Human Resources, Psychology, Organizational Development, Sociology, or related field.
  • A minimum of five (5) years of professional-level experience leading, managing, and/or overseeing Title VI or other civil rights programs.
  • A minimum of three (3) years of program management, lead, or people supervisory experience.

Preferred Qualifications:

  • Juris Doctor (JD) or Masters in related field.
  • Experience working in a public sector, transit agency, or highly regulated environment.

Knowledge, Skills and Abilities:

  • Demonstrated knowledge of data analysis and research methods, including survey administration and analysis, and application of US Census Bureau data to understand demographic patterns and trends.
  • Proficiency in Microsoft Office Suite with intermediate skill level in Excel.
  • Ability to utilize database applications and other software applications, including ArcGIS.
  • Ability to communicate effectively, both orally and in writing. Highly developed writing skills, including the ability to write reports, conference papers and issue briefs.
  • Strong interpersonal, customer service skills, public speaking and presentation skills.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing.
  • Ability to use sound judgment and maintain confidentiality.
  • Ability to establish and maintain effective working relationships with employees, management and the general public, including those from culturally diverse and/or historically underrepresented backgrounds (low-income communities, communities of color and limited English proficiency customers).
  • Ability to manage, coordinate, and implement projects and initiatives related to position focus area and other assigned tasks.
