Job description

Position Summary

Reporting to the Registry of Motor Vehicle (RMV) Chief Compliance Officer, the Director of Audit is responsible for leading and building a high-performing Audit Team. This role is responsible for developing and overseeing a data-driven plan for risk-based audits and quality assurance activities. Through this the Director will evaluate of internal controls, recommend improvements to operational efficiency, strengthen policies and procedures, and ensure compliance with applicable laws and regulations across RMV departments and partners that perform RMV services. This position regularly interfaces with RMV management and leadership, audit stakeholders, and external auditors requiring strong communication skills.

Duties and Responsibilities

  • Develop annual audit and quality assurance plans based on risk, audit data, and input from business leaders. Oversee and lead quality assurance and audit activities (planning, fieldwork, and reporting) conducted by the RMV Audit team. Communicate audit findings and recommendations to RMV management. Report monthly statistics. Recommend and agree on corrective action plans to address internal control gaps as well as noncompliance with laws, regulations, and policies and procedures with RMV business unit management.

  • Regularly develop and update standard audit methodologies, policies, and procedures as needed and train audit staff. Ensure audit reports and supporting documentation are clear and complete prior to dissemination to RMV management.

  • Assist RMV's Chief Compliance Officer on audits conducted by MassDOT Internal Audit teams and external auditors. Tasks include but not limited to meeting with auditors, gathering documents, responding to questions, drafting and providing input to audit findings, and tracking completion of corrective action items.

  • Collaborate with the RMV's Chief Compliance Officer and Director of Policy and Risk on risk management activities such as Enterprise Risk Management as well as development and updates of RMV policies and procedures.

  • Oversee and conduct special audits as requested by RMV senior management to detect and develop controls for fraud prevention.

  • Assist the training department and related business units to identify and address overall deficiencies in agency business practices. Help prioritize areas of risk where business practices need to be enhanced or updated.

  • Other duties, as assigned.

A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
