Job description

Overview

Are you an experienced proposal leader ready to take the lead in shaping compelling proposals that secure impactful projects? As a Senior Proposal Manager, you will play a pivotal role in driving the success of our bids by managing the proposal efforts for multiple project pursuits. You will oversee the collection and organization of documents, ensuring that every piece of information is meticulously prepared for submission. Your expertise will not only streamline the bidding process but also enhance our competitive edge in the industry. Collaborate with industry experts and committed teams to craft winning proposals that highlight our strengths and capabilities to secure impactful projects.

What you will be doing
  • Oversees the collection and creation of one or more project proposals, ensuring all required items of a pursuit request are included before the bid submittal deadline. Coordinates and tracks the collection of forms, information, and data required for each pursuit per deadlines, ensuring completion of all Owner’s requests.
  • Meets with internal clients to support pursuit strategy, including business development and pre-construction. Acts as a resource for Division Proposal leadership to support qualifications and information needed by other divisions. Develops and manages the proposal schedule within pursuit and submittal deadlines.
  • Leads proposal strategy sessions and associated proposal workshops. Coordinates and creates the compliance matrix that assigns tasks to the supporting proposal team for technical proposal documentation and development.
  • Develops and implements the Proposal Work Plan to meet the Owner’s Request for Proposal (RFP) requirements and evaluation criteria collected and created before the submission deadline.
  • Assembles proposal documents in various software formats to ensure all proposal criteria are included before the submittal deadline. Reviews and edits proposal content to support one-voice methodology. Proofreads, edits, and standardizes proposal text for proper grammar, spelling, comprehension, and style. Develops and manages layout, design, and document feel to ensure a marketing-quality product.
  • Supports proposal assignments as assigned by the Division Proposal Lead, and cross-divisionally as appropriate. Coordinates and tracks surety and bonding information and any required signature documents in coordination with the pursuit Lead Estimator. Coordinates with Joint Venture (JV) partners and subcontractors to obtain necessary proposal information, narrative, forms, and other documents requested by the Owner’s RFP.
  • Trains and mentors proposal team staff, supporting the Department Manual process, Style Guide, and internal divisional forms processes. Oversees Division Award Efforts.
  • Compiles technical writing and support documentation based on interviews, summary points, and examples provided by estimators, engineers, and subject matter experts.
What we are looking for
  • Bachelor's Degree in English, Marketing, Communications or a related field required.
  • 8+ years’ project pursuit experience in construction or engineering industry required.
  • 5+ years’ experience as Proposal Manager preferred.
  • Previous people management experience in coordination of proposal teams/efforts.
  • Proven ability to take on a larger bid proposal or multiple proposals at one time while working in a fast-paced, high-pressure environment.
  • Able to travel 50-60% of the year for pursuit meetings and Company proposal support.
  • Able to coach, guide and mentor direct reports while identifying talent growth opportunities and assign work to develop internal team.
  • Proven time management and delegation skills to complete tasks under tight deadlines while adhering to Owner and Company pursuit requirements and timeframes.
  • Write and edit project summaries, resumes of project personnel, and other supporting information.
  • Excellent communication, organizational skills, and attention to detail required.
  • Strong time management and task prioritization skills required to ensure timely submittal of project bids required.
  • Advanced knowledge of Adobe Acrobat Professional, Photoshop and InDesign; Deltek Vision.
  • Maintains registration in relevant organizations / associations (for example, Road Builders Association).
  • Proven ability to identify process gaps and recommend reasonable and streamlined approaches to serve the business.
