Purpose

Provides quality assurance and technical review of right-of-way title research and documentation to ensure accuracy, completeness, and compliance with project, client, and regulatory requirements. This role reviews complex title abstracts and ownership reports, identifies deficiencies or risks, and provides guidance to abstractors and project teams to support defensible right-of-way acquisition and project delivery.

Responsibilities

Leadership and Direction

  • Receive general guidance relating to project objectives, quality standards, and priorities.

  • Exercise independent judgment in reviewing title products and identifying risks or deficiencies.

  • Serve as a technical resource to title abstractors, right-of-way agents, and project managers.

  • Provide constructive feedback and technical guidance to support staff development and continuous improvement.

At the Operational and Company Level

  • Review title abstracts, ownership reports, and supporting documentation for right-of-way acquisitions.

  • Verify chain of title, ownership interests, legal descriptions, and identified encumbrances.

  • Identify title defects, inconsistencies, or missing documentation and recommend corrective actions.

  • Assess title findings for potential impacts to acquisition strategy, negotiations, or construction.

  • Coordinate with abstractors, attorneys, surveyors, and right-of-way agents to resolve title issues.

  • Ensure title products meet client-specific standards, DOT requirements, and internal QA/QC procedures.

Do the Work

  • Perform detailed quality control checks on title research conducted across multiple jurisdictions.

  • Document review comments, required revisions, and final approvals in project tracking systems.

  • Assist with developing and refining title review standards, checklists, and best practices.

  • Support audits, due diligence reviews, and condemnation preparation as needed.

  • Stay current on applicable real estate, right-of-way, and title review practices and regulations.

Qualifications

  • High school diploma or equivalent required; associate's or bachelor's degree in a related field preferred.

  • Eight or more (8+) years of experience in title abstracting, title examination, or right-of-way title research.

  • Must have experience in full cycle chain of title back to patent.

  • Demonstrated experience reviewing complex title work and resolving title issues.

  • Familiarity with transportation, utility, or public infrastructure right-of-way projects preferred.

  • State-specific title, paralegal, or right-of-way certifications preferred, where applicable.
