Job description

Pay: $62,930.00 - $75,000.00 per year

Position Summary

The Residential Program Manager provides operational, programmatic, and administrative leadership for Rebound's two licensed group homes, Jelani House and Naima House, serving youth ages 14–21 with foster care and juvenile justice system involvement. This position is responsible for staff management and development, program quality and compliance, treatment plan oversight, training coordination, and the overall safety and wellbeing of residents across both sites. The Program Director provides strategic direction and is the designated escalation point for organizational-level decisions; the Residential Program Manager is accountable for all day-to-day operational and programmatic matters within the residential program.

Essential Functions Program Operations & Compliance
  • Ensure continuous compliance with Minnesota DHS CRF licensing standards (Minn. Rules ch. 2960) across both sites; maintain audit-ready documentation at all times.
  • Oversee daily operations at both facilities, including development and distribution of staff schedules for both houses.
  • Develop and distribute weekly activity and programming schedules for house participants at both sites.
  • Review and approve timesheets of residential staff.
  • Manage outing logistics planning and petty cash oversight .
  • Conduct regular site observations at both group homes, and weekly random video observations.
  • Monitor medication records and physical plant conditions at both sites for CRF licensure compliance; coordinate timely correction of identified concerns through contracted services.
  • Support the Executive Director in DHS licensing communications and site visit preparation; manage the ongoing county partner relationship including monthly meetings.
  • Provide on-call supervisory support for residential staff as designated; respond to escalated incidents outside of regular business hours.
  • Cover shifts as a last resort to maintain 24/7 coverage when no other qualified staff are available.
  • Collect and compile program data; generate activity reports, program evaluations, and statistics as required.
  • Participate in external audits and site reviews as the organizational representative.
  • Liaison with local universities and educational institutions to develop internship and training opportunities.
Programmatic Oversight & Quality Assurance
  • Implement and provide oversight to trauma-informed, evidence-based programming across both sites in alignment with program standards.
  • Supervise the resident treatment planning process in collaboration with Case Managers; ensure all treatment plans are current, individualized, and implemented with fidelity.
  • Review and document program services provided for each resident on a weekly or biweekly basis.
  • Conduct quarterly quality assurance reviews of psychosocial and cognitive-behavioral groups; document findings and implement corrective action where needed.
  • Provide consultation during program modifications to ensure ongoing alignment with best practices and licensing standards.
Staff Management & Accountability
  • Recruit and hire House Supervisors and Case Managers in partnership with the Program Director; onboard, supervise, and evaluate all direct reports with structured weekly supervision.
  • Conduct performance management processes , probationary and annual performance reviews for direct reports.
  • Monitor Rtask documentation compliance, outing completion, and weekly file reviews for all direct reports; address performance gaps through the formal accountability structure.
  • Conduct monthly on-site performance observations for House Supervisors and quarterly observations for Case Managers.
Training & Staff Development
  • Develop and deliver new hire training for all residential staff in accordance with CRF licensure requirements.
  • Identify individual staff training needs; develop and implement targeted training strategies to address identified gaps.
  • Coordinate and facilitate quarterly all-staff training sessions and weekly team meetings with group supervision.
  • Monitor and track staff compliance with all required ongoing training; maintain training records for CRF compliance.
  • Troubleshoot and train staff on house management software and other organizational systems.
Intake & Referral Management
  • Manage the referral response process for both sites; acknowledge all referrals within 24 hours and issue placement decisions within 48 hours.
  • Make final intake determinations in consultation with the Case Manager based on documented behavioral, clinical, legal, and program-fit screening.
Minimum Qualifications
  • Bachelor's degree in Social Work, Psychology, Human Services, or related field AND four (4) years of progressively responsible leadership experience in a residential youth services setting; OR
  • Master's degree in a related field AND two (2) years of supervisory experience in a residential or direct services setting.
  • Must possess and maintain a valid Minnesota driver's license with an acceptable driving record throughout employment.
  • Ability to obtain DHS background study clearance.
  • First Aid/CPR certification required within 30 days of hire; CPI or equivalent de-escalation certification required within 60 days.
  • Medication Administration certification required prior to independently passing medications; must be obtained within 90 days of hire.
Preferred Qualifications
  • Licensed Social Worker (LMSW or LICSW)
  • Experience managing a DHS CRF-licensed residential facility
  • Demonstrated history of conducting formal disciplinary and termination processes
  • Working knowledge of Minn. Rules ch. 2960
  • Experience with trauma-informed care, cognitive-behavioral interventions, and youth treatment planning
Knowledge, Skills & Abilities
  • Demonstrated competency in residential program management, multilevel staff supervision, and DHS CRF regulatory compliance
  • Working knowledge of trauma-informed care, adolescent development, evidence-based practices, and cognitive-behavioral interventions as applied in licensed group home settings
  • Knowledge of mental health, chemical health, child development, and medical terminology relevant to the residential population served
  • Knowledge of the Minnesota juvenile justice and child welfare systems
  • Ability to manage multiple priorities across two sites with sound judgment and attention to detail
  • Effective written and verbal communication skills; proficiency with electronic case management and documentation systems
  • Ability to build and maintain productive relationships with county partners, referral sources, and community stakeholders
  • Ability to maintain composure and sound decision-making in crisis situations
  • Basic budget management and fiscal oversight skills
