Job description

Leidos has an opportuntiy for a Seattle-based Project Analyst to join our Utility & Project Solitions Team. The Electric Utility Project Analyst provides critical project, administrative, and analytical support to the Distribution Engineering team, enabling engineers and engineering support staff to focus on design and technical review. This role serves as a coordination hub for electric distribution projects - managing permitting and right-of-way (ROW) processes, tracking project schedules and costs, coordinating across internal departments and external agencies, and providing general engineering aide support. The ideal candidate has working familiarity with electric distribution systems and utility operations, but is not required to be a licensed engineer.
This role will function as a hyrbid position, with 3 days per week in office, and 2 days being remote-capable.
Key Responsibilities
Project Coordination & Administration
  • Support prioritization and tracking of distribution project workloads, helping ensure projects are designed and issued in a timely manner.
  • Serve as a day-to-day point of contact for utility customers, construction personnel, and inter/intra-departmental staff - answering questions, routing complaints, and helping resolve project issues.
  • Maintain accurate project files, documentation, and status records within project management and engineering systems.
  • Coordinate meetings, prepare agendas and minutes, and draft correspondence, reports, and presentation materials for engineering leadership.
  • Perform data entry, validation, and updates across project and engineering systems, ensuring information is complete, accurate, and current.
  • Review and clean up data backlogs, reconciling discrepancies, updating outdated records, and completing data-specific tasks to improve overall data quality.

Project & Cost Analysis
  • Track project budgets, forecasts, and actual spend; identify and report variances to project leads.
  • Assist in developing cost estimates for distribution projects in coordination with engineering staff.
  • Compile and analyze project data to support status reporting, budget reviews, and process improvement efforts.

Engineering Aide Support
  • Provide general support to distribution engineers, including data gathering, documentation, and basic calculations for design projects.
  • Assist with field inspections and post-construction reviews to help confirm work aligns with applicable engineering and construction standards.
  • Support root-cause research on outages by compiling relevant data and documentation for engineering review.

Permitting & Right-of-Way Coordination
  • Prepare, submit, and track permit applications with right-of-way agencies, municipalities, and other government entities.
  • Coordinate with permit agencies, right-of-way specialists, forestry leaders, system owners, and third-party pole owners to keep joint-use and ROW approvals on schedule.
  • Maintain permit status logs and proactively flag approvals at risk of delaying project timelines.

Qualifications
Required
  • High school diploma or equivalent required; Associate's or Bachelor's degree in Business, Engineering Technology, Construction Management, or a related field preferred.
  • Approximately 3-6 years of relevant experience in utilities, construction, project coordination/admin, permitting, or a related field.
  • Working knowledge of electric utility operations (technical familiarity, not an engineering credential).
  • Demonstrated experience with permitting and/or right-of-way processes is preferred
  • Strong organizational skills with the ability to manage multiple projects and competing priorities simultaneously.
  • Clear written and verbal communication skills for interfacing with customers, government agencies, and internal teams.
  • Proficiency in MS Office (Word, Excel, Outlook); comfortable working with data and basic cost tracking.

Preferred
  • Experience supporting an electric utility, engineering, or infrastructure project team. Familiarity with project management or work-order/permitting tracking software.
  • Exposure to cost estimating or budget tracking for capital or construction projects.
