About the OpportunityThe Benefits Systems Analyst supports the administration, accuracy, and optimization of employee benefits programs across the University of North Carolina System. This position serves as the functional subject-matter expert for benefits-related processes within the institution's HRIS (e.g., Banner, PeopleSoft, or other UNC System platforms), benefits enrollment platforms, and case management system, ensuring compliance with UNC System Office policies, State of North Carolina regulations, and federal requirements. The role is critical in supporting faculty, EHRA non-faculty, SHRA staff, temporary employees, and graduate assistants across a complex higher-education environment.
The Benefits Systems Analyst is responsible for supporting and maintaining the Benefits Services Center operating systems, ensuring accurate administration of benefit programs and compliance with regulatory requirements. This role serves as the functional expert for building benefits modules within the technology-based platforms (e.g. Service Now) and oversees system configuration, data integrity, data analytics reporting and analysis, and integrations with external benefit providers.
The position analyzes, designs, and implements system processes to support the BSC's administration of medical, supplemental health, retirement, well-being programs, special leaves, and other benefit programs for faculty, staff, and student employees. The Benefits Systems Analyst conducts routine audits, manages electronic data interfaces, coordinates and assists with open enrollment system activities, and provides advanced troubleshooting for system and data issues. The position collaborates closely with internal and external stakeholders and vendors to optimize system performance, resolve discrepancies, and enhance user experience in ServiceNow.
Thisposition is a fully remote work arrangement with some travel required toparticipating campus locations as needed during the year for on campus specialevents and engagement opportunities as well as important network meetings andtrainings. UNC System employees are generally required to reside in NorthCarolina and reside within a 2-hour commuting distance of assigned dutystation. Note, the 2-hour requirement may be waived due to the remote nature ofthe Benefits Service Center and its inherent design to provide services for allUNC System campuses participating in the Shared Services administration modelno matter the location - from mountains to coast.
About the UNC System OfficeThe UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.
About the Team
The office of the Chief Operating Officer reports to the President of the University and is responsible for internal and campus-focused operational priorities of the University. The office provides oversight for human resources, auditing, and compliance divisions. These divisions have both an internal responsibility to the system office operation and a campus-focused coordinative /leadership role within the noted areas of expertise. The office provides advice and briefings to the President and is expected to build and foster relationships on behalf of the President and to engage with Chancellors while leveraging their expertise to further the President's strategic priorities.
TheHuman Resources division serves as a strategic partner to the President, UNCSystem Office senior leadership, the Board of Governors, and the chief humanresources officers and their HR offices of the 17 constituent institutions ofthe University regarding policy and process implementation, HR management,benefit management, classification and compensation, employee relations, talentacquisition and human resources information systems (HRIS). Human Resourcesadministers UNC Policies for employees exempt from the State Human Resource Acton behalf of the President and the Board; HR also administers delegated humanresources responsibilities in collaboration with the North Carolina Office ofState Human Resources for employees Subject to the Human Resources Act. Thedivision is also responsible for the management of a shared services payrollfor nine constituent institutions, maintenance of the UNC System HR DataMartfor personnel data, and the oversight and execution of the Optional RetirementProgram (ORP) and other University-specific benefit programs.
Minimum Education, Experience, and Skills
Bachelor's degree in HR, Information Systems, Business Administration, or related field, or equivalent combination of education and experience.
Required Competenciesโ€ข 2-4 years of experience supporting benefits administration or systems analysis in a complex organization, preferably in the public sector or higher education.โ€ข Experience with HRIS benefits modules (e.g., PeopleSoft, Banner, Oracle, SAP).โ€ข Proficiency with reporting tools (e.g., SQL, Excel, Tableau, Power BI).โ€ข Strong analytical, problem-solving, and data management skills.โ€ข Policy Interpretation: Ability to interpret state policies and UNC System regulations, and the Ability to apply them within system logic.โ€ข Technical Expertise: Advanced knowledge of benefits systems, data flows, and vendor integrations.โ€ข Data Integrity: Strong auditing and reconciliation skills ensuring system-wide compliance.โ€ข Communication: Ability to interpret and explain technical issues to HR teams and leadership.โ€ข Collaboration: Works effectively across system offices, campus departments, and external agencies.โ€ข Confidentiality: Maintains protection of sensitive employee data in accordance with state and federal regulations.
Preferred Education, Experience, and Skills* HRIS experience within a UNC System institution or other public university environment.* Knowledge of benefits regulations (ACA, HIPAA, FMLA, retirement plan rules).* Familiarity with OSHR and University policies and rules governing benefits programs (State Health Plan, TSERS, ORP, NCFlex Plans, & UNC Plans) or the ability to learn quickly.* Experience handling complex benefits populations (dual-state employment, multiple FTE roles, adjunct faculty, SHRA/EHRA employee classification, and unique faculty employment structure (adjunct, 9-mo, 12-mo, overloads, etc.).* Certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP, CEBS, or HRIP.
