Introduction
Bring your GIS experience to the PSC and help make data-driven decisions to grant administration and program planning!
The PSC is currently recruiting for a Broadband Intelligence and GIS Analyst (IS Data Services Senior - Project/Permanent) to join our team in the Division of Digital Access, Consumer, and Environmental Affairs.
The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.
This position offers a hybridized work schedule. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. This position will be required to come into the office for scheduled in-person workdays, training, meetings and/or operational needs. Employees will be generally expected to telework from within the State of Wisconsin. Further questions regarding hybrid and remote work may be discussed more at the time of the interview.

Position Summary
This position will support the data and geospatial needs related to administering the Broadband Intelligence Project and implementing the Broadband Equity, Access, and Deployment (BEAD) Program as part of the Bipartisan Infrastructure Law. The primary responsibility of the position will be to collect, analyze, map, and publish geospatial data related to broadband access, affordability, and adoption in Wisconsin. These data will be used to establish and inform Bureau strategy related to broadband programming, monitor implementation of BEAD, ensure the maximum use of BEAD-funded infrastructure, and implement other BEAD-funded initiatives.
The position will be responsible for managing and interpreting large datasets related to broadband affordability, access, and adoption, including data related to broadband pricing, subscription rates, cost burden, population and demographic statistics, in progress infrastructure, community anchor institutions, and service availability. The position is responsible for managing Broadband Intelligence data, which includes contract management and project scoping related to procurement from outside vendors.
The position will think proactively to design and implement data-driven solutions and serve as a key stakeholder in the implementation of data into program planning and implementation strategies. It will prepare reports for internal use and public transparency. The ability to design analysis methodologies, identify trends, evaluate courses of action, articulate results, and recommend a course of action are essential to this position. The position will contribute to implementation of agency-wide geospatial technologies, including enterprise GIS systems and databases, and online web maps and tools.
This position is slated to expire June 28th, 2030, or through the availability of funding, whichever expires first. The selected candidate must be a Wisconsin resident.

Salary Information
This position is in schedule-range (07-34) with an annual salary of $68,640-$99,258, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This Project/Permanent position has been authorized through June 28th, 2030. Project/Permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12-month probationary period, the employees in this position will attain permanent status.

Qualifications
Qualified applicants will have experience with all of the following:
  • Developing and maintaining complex GIS data and complex maps.
  • Working with data analysis software (Python, PowerBI, etc) and products within the ESRI suite (ArcGIS, ArcGIS Enterprise, ArcGIS Online).
  • Technical analysis and research of issues related to measuring and increasing broadband access, affordability, and/or adoption.
  • Preparing and presenting technical information to a non-technical audience.
In addition, a well-qualified applicant has experience performing one or more of the following activities:
  • Designing and implementing data in a relational database management system.
  • Processing geospatial data and using the data for map development and/or geospatial applications.
  • Creating analysis and data visualizations that synthesize complex topics into reports, dashboards, web maps, or other public-facing products.
