SALARY: The salary range for this position is $61,749.69 to $100,154.67 for Schedule A, and $61,749.69 to $95,146.95 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary Office of Probation Services is seeking a professional, enthusiastic, customer service oriented individual with strong conflict resolution, reasoning, and technical application skills to join the Interstate Compact Unit. The selected candidate will need to be able to show attention to detail, accuracy and thoroughness, display commitment to quality and excellence, and be able to look for and make continuous improvements for the unit.
Primary responsibilities will include administering the rules of the Interstate Compact for Juveniles (ICJ), through the primary use of the Uniform Nationwide Interstate Tracking for Youth (UNITY), web-based application. The selected candidate will need to have the ability to both effectively train and assist in the interpretation of the rules of each Compact and the use of UNITY. Excellent verbal and written communication skills are also necessary to effectively interact with courts, Conference of Probation Division Managers, Adult and Juvenile Probation Managers, other Judiciary Divisions, signatories and stakeholders.
Strong interpersonal writing and analytical skills are helpful in addition to working knowledge of business software, which may include Microsoft Word, Access, Excel, Power Point, Adobe, Publisher and E-Mail applications. General knowledge of Web-based applications, CAPS, FACTS, Promis-Gavel and NCIC are also helpful.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.
Example of Duties

• Handle all case related management and oversight of the Interstate Commission for Juvenile in relation to the Interstate Compact for Juvenile (ICJ) cases.
• Monthly statistical review of ICJ compliance reports, tracking and review of supervised individual progress reports.
• Administrative oversight and management of all UNITY users concerning rule compliance regarding client cases. Monitoring, tracking, case standards and addressing with local vicinage staff, as appropriate.
• Review UNITY case workload daily and correspond with internal users regarding findings on out-of-compliance cases including corrective actions.
• Monitor and review monthly statistical reports sent by the Deputy Compact Administrator (DCA) and review all ICJ reports to meet the compliance rating in each performance measurement.
• Case management including approval/denial of travel permits, transfer of supervision cases, appropriate review and advisement on the filing of violation reports. Correspond with all signatory compact offices regarding any issue or concern regarding rule compliance involving probation transfers and return.
• Responsible for acting as a help desk resource to all interstate compact users.
• Assist in the facilitation of interstate compact training sessions as needed.
• Attend and participate in meetings and committees as assigned by Chief-ICU.
• In the absence of other ICU employees, the position may require other duties and responsibilities concerning adult and juvenile interstate compacts may be reassigned outside the general scope of assigned responsibilities requiring completion within prescribed time periods.

Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications
Graduation from an accredited college or university with a bachelor's degree and three years of professional experience, one of which shall be in program development, program coordination, program analysis, program administration and/or administrative research.
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate degree from an accredited college or university and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree.
A master's degree from an accredited college or university may be substituted for one year of experience.
A law degree from an approved American Bar Association law school may be substituted for two years of experience.
Note: A master's degree or a law degree from an accredited college or university, may be used as a substitution, not both.

Driver's License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
