* Remote Job Details Description Titan Technologies is seeking a Director – Proposal Operations.  This role will perform as the Proposal Team Lead / Proposal Manager to lead our Proposal Management function supporting U.S. Government (Federal and State and Local) pursuits. This role is responsible for driving proposal excellence across the enterprise—by leading, mentoring, and scaling the Proposal Team—while selectively managing proposals for high‑value, high‑risk, or strategically critical opportunities. This is a leadership‑first, player/coach role. The successful candidate will focus on building consistency, discipline, and quality across Titan’s proposal portfolio, stepping into direct proposal ownership only when it matters most. Duties and Responsibilities: Lead and Scale the Proposal Team * Lead, mentor, and develop Titan’s Proposal Managers, Proposal Specialists, writers, and proposal support resources.
* Manage proposal staffing and workload balancing across multiple, concurrent federal and state and local pursuits.
* Collaborate with personnel to support functions including IDIQ Program Management, Sharepoint, and AI Tool management.
* Establish and enforce proposal operating standards, including kickoff expectations, status cadence, Red Flag sessions, and Pink/Red/Gold reviews.
* Serve as the escalation point for proposal risk, resourcing challenges, schedule pressure, or compliance concerns.
* Drive continuous improvement of proposal processes, templates, tools, and reusable content libraries.
* Partner closely with Capture, Business Development, Technical Leadership, Contracts, Pricing, and Executive Leadership to ensure proposal operations align with TITAN’s growth priorities.
Selective Proposal Ownership * Serve as Proposal Manager on strategic, high dollar, or mission critical pursuits as needed.
* Lead end to end proposal execution when assigned—ensuring compliance, quality, and on time submission.
* Model proposal best practices and mentor team members through real time execution on complex bids.
You MUST have: * Active or eligible to obtain a Secret security clearance.
* 10+ years of federal proposal experience.
* 6+ years as a Proposal Manager or Senior Proposal Manager.
* Demonstrated experience leading proposal teams, not just managing individual proposals.
* Strong understanding of federal solicitations (state and local experience a plus), proposal compliance, and color team reviews.
* Proven ability to lead teams under deadline pressure while maintaining quality and discipline.
It’s GREAT if you also have: * Experience leading large, complex proposals ($50M+).
* Experience leading a team of Proposal Managers.
* Proposal methodology training (e.g., Shipley).
* Experience overseeing editing, desktop publishing, or graphics functions.
* Experience with IDIQ Program Management, Sharepoint, and AI Tool management.
Education: * Bachelor’s degree in related field required + 10 years’ experience OR Master’s degree in related field + 8 years’ experience
