POSITION DESCRIPTION:

The Principal Systems Analyst will provide senior-level analytical and systems engineering support to NOAA. This role is responsible for translating operational and user needs into functional requirements and integrated solutions that support the planning, development, acquisition, operation, and life-cycle management of NOAA marine, aviation, and associated mission systems.

The Principal Systems Analyst ensures analytical rigor, quality, and compliance across the project life cycle and provides leadership and oversight for systems analysis activities performed in support of complex, mission-critical programs.

RESPONSIBILITIES:

  • Translate operational and user needs into functional and system requirements and integrated solutions.
  • Perform system, equipment, and software analyses to support engineering, acquisition, and operational decisions.
  • Establish and enforce analytical standards, policies, and quality assurance processes across the project life cycle.
  • Review analytical work products and program documentation for accuracy, compliance, and adherence to milestones.
  • Provide technical oversight and direction to systems analysts and analytical staff.
  • Support life-cycle activities including planning, design, integration, test and evaluation, and sustainment.

REQUIREMENTS:

  • Bachelor's degree in operations management, engineering, logistics, or related technical field
  • 10+ years of progressively responsible experience in systems analysis supporting complex technical programs.
  • Demonstrated experience performing system, equipment, and software analysis within multidisciplinary engineering environments.
  • Proven experience overseeing analytical staff and establishing quality and review standards.
  • Strong analytical and problem-solving skills
  • Experience working within federal or highly regulated technical environments.
  • Ability to communicate complex analytical concepts clearly to technical and non-technical stakeholders.
