Job description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the Southeast Asia country, sponsor and stakeholder work package.
WBS responsibilities
•Provide current aviation-sector, sponsor, authority, procurement and financing context for Indonesia, Philippines, Vietnam, Thailand, Malaysia, Laos, Timor-Leste and Pacific Island assignments.
•Map decision-makers, institutional mandates, counterpart capacity, approvals and stakeholder-engagement needs.
•Test whether project concepts, data and sponsor commitments are credible and implementation-ready.
•Support evidence acquisition, interviews, mission planning, country-risk framing and follow-up actions.
•Review project reports, TORs and schedules for country realism and implementability.
Required evidence
•10+ years of Southeast Asia aviation, airport, air-navigation or infrastructure work with government or project sponsors.
•Demonstrated country-specific stakeholder, institutional, approval or project-preparation experience.
•Evidence of decision reports, feasibility studies, donor/DFI assignments, transaction support or implementation planning.
•Strong source validation and concise English technical writing.
Preferred evidence
•Indonesia depth; Bahasa Indonesia or another relevant language; USTDA, DFI, embassy, regulator or airport-authority experience.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
