Support the delivery of a mission-critical Department of Veterans Affairs (VA) cloud platform that Veterans depend on every day! As the Solution Train Engineer you will drive PI Planning, governance, stakeholder coordination, and program execution.
Position Description: The Solution Train Engineer (STE) supports all aspects of the Agile Release Train (ART) including enabling SAFe Program Increment (PI) Planning, backlog governance, sprint alignment, and Agile ceremony execution across programs. The STE also supports delivery of major planning artifacts including the Contractor Project Management Plan (CPMP), Weekly Progress Reports, Forecasts, and Milestones.
Minimum/General Experience: 5 years of experience in project management and Agile delivery
Minimum Education: Bachelor's Degree in information technology, business administration, engineering, or related field; SAFe Release Train Engineer (RTE) certification preferred
Essential Skills/Qualifications:
  • Excellent experience facilitating SAFe ART ceremonies including PI Planning, Sprint Planning, Backlog Refinement, Sprint Reviews, Sprint Retrospectives, and Daily Scrum operations
  • Excellent ability to support program management activities including CPMP development and maintenance, weekly progress reporting, milestone tracking, and risk management in a federal contract environment
  • Excellent experience coordinating across multi-disciplinary teams (e.g., architecture, engineering, security, DevSecOps, monitoring) to align sprint commitments and PI objectives
  • Excellent knowledge of SAFe governance structures, PI cadence, and ART management including dependency management and impediment removal
  • Excellent ability to develop and maintain program forecasts
  • Above average experience with VA OI&T governance and government reporting requirements
  • Above average knowledge of Jira, Confluence, and Atlassian tooling for backlog management, sprint tracking, and program reporting in a federal DevSecOps environment
  • Working knowledge of AWS GovCloud platform operations, cloud-native architectures, and DevSecOps delivery models sufficient to support cross-functional program governance
  • Experience supporting federal government programs and enterprise-scale applications operating in cloud-based or hybrid environments
  • Excellent verbal and written communication skills

Tasks/activities include, but are not limited to:
  • Serves as the Program Manager's primary deputy
  • Maintains continuous coordination on all contract execution activities
  • Facilitates all SAFe Agile ceremonies including PI Planning, Sprint Planning, Backlog Grooming, Daily Scrum, Sprint Demo, and Sprint Retrospective for the HAPS ART
  • Supports development and maintenance of the CPMP, ensuring alignment with contract requirements, approved scope, and VA-directed changes
  • Assists in preparation and delivery of Weekly Progress Reports to the Contracting Officer's Representative (COR) covering work completed, work planned, issues identified, resolutions, and Section 508 conformance status
  • Supports development and maintains the 5-Year Forecast, 1-Year Forecast, PI Executive-Level Milestones, Tenant Milestones, and Sprint Plans
  • Facilitates monthly Forecast Reviews with leadership covering scope, schedule, risks, and assumptions for both the 5-Year and 1-Year Forecasts
  • Facilitates weekly Milestone and Sprint Plan Reviews with leadership including progress status, variances, risks, and recommended corrective actions
  • Ensures all Agile ceremonies are aligned with appropriate cadence and governance requirements
  • Supports Site Reliability Engineering (SRE) participation in PI Planning to address infrastructure dependencies and operational readiness
  • Supports development of the Capabilities and Services Document and maintains as a living artifact
  • Assists with staffing
  • Supports ad hoc data collection, analysis, and reporting requests within government-defined timelines

Compensation & Benefits: The annual projected pay range for this position is $97,839 - $128,933 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
