IT Project Manager โ€“ Software amp; Cloud Engineering
Founded in 1999 in the beautiful Smoky Mountains of East Tennessee, Cadre5 provides innovative technical solutions to our customers locally and nationally. Our Cadre5 Lab Partners division has partnered with the Computing and Computational Sciences Directorate (CCSD) at Oak Ridge National Laboratory (ORNL) to provide an IT Project Manager supporting the American Science Cloud (AmSC) initiative.
ORNL delivers scientific discoveries and technical breakthroughs needed to realize solutions in energy, national security, and advanced scientific research while providing economic benefit to the nation. The American Science Cloud (AmSC) is a Department of Energy initiative focused on building a secure, integrated scientific computing ecosystem connecting cloud resources, AI platforms, scientific data services, and research infrastructure across the national laboratory complex.
This is a full-time position. The role is primarily remote with occasional travel to Oak Ridge, Tennessee, as needed for meetings, planning sessions, and stakeholder engagements.

Major Duties/Responsibilities
The successful applicant will manage a portfolio of projects supporting the design, implementation, and operational delivery of the American Science Cloud platform and related cloud, platform engineering, software development, infrastructure, AI, and scientific computing initiatives. The role will support Agile and Scrum-based delivery teams working across hybrid cloud and on-premises environments while coordinating efforts among multiple national laboratories, technical teams, and stakeholders.
The position will interact directly with ORNL leadership, project sponsors, technical leads, software developers, platform engineers, cloud architects, cybersecurity personnel, researchers, scientists, and external partners across the Department of Energy ecosystem.
Specific responsibilities include, but are not limited to:
  • Planning and Execution โ€“ Develop and maintain project plans, roadmaps, sprint plans, release schedules, resource plans, and project reporting for multiple concurrent initiatives.
  • Agile Leadership โ€“ Serve as Scrum Master and Agile project leader for software development, cloud, platform engineering, and infrastructure teams. Facilitate sprint planning, backlog refinement, standups, reviews, retrospectives, and release planning activities.
  • Software Development Project Leadership โ€“ Lead and coordinate software development initiatives supporting the American Science Cloud and related scientific computing programs. Partner closely with software engineers, platform engineers, cloud architects, scientists, and researchers to prioritize and deliver software capabilities supporting advanced scientific research and AI-enabled discovery.
  • Cross-Functional Collaboration โ€“ Facilitate communication and alignment between technical development teams, scientific stakeholders, researchers, and leadership to ensure software development efforts meet program objectives, technical requirements, and user needs.
  • Stakeholder Management โ€“ Communicate project status, risks, issues, dependencies, and accomplishments to project sponsors, ORNL leadership, technical staff, and external partners.
  • Risk and Issue Management โ€“ Identify, assess, and manage project risks and issues while developing mitigation strategies and corrective actions.
  • Resource and Budget Management โ€“ Assist with project budgeting, forecasting, staffing plans, and resource allocation activities.
  • Reporting and Metrics โ€“ Prepare dashboards, executive briefings, status reports, and presentations that communicate project health, delivery progress, and program outcomes.
Basic Requirements
  • Bachelorโ€™s degree in Computer Science, Information Systems, Business Management, Engineering, or a related discipline.
  • Five or more years of project management experience, including experience leading Agile technology projects.
  • Demonstrated experience managing software development, cloud, infrastructure, platform engineering, DevOps, or scientific computing initiatives.
  • Strong understanding of Agile methodologies, project planning, budgeting, scheduling, stakeholder management, communications, risk management, and project reporting.
  • Strong written and verbal communication skills.
  • Ability to obtain and maintain a DOE Q Clearance.
Preferred Qualifications
  • Prior experience as a software developer, software engineer, systems engineer, platform engineer, or related technical engineering role.
  • Five or more years of experience managing software development, platform engineering, infrastructure, or technology-focused projects.
  • Experience managing Agile software development teams utilizing Scrum, Kanban, SAFe, or similar methodologies in cloud, hybrid cloud, or platform engineering environments.
  • Experience working with scientists, researchers, research computing organizations, national laboratories, universities, or other research-focused environments is highly desirable.
  • PMP, PMI-ACP, Certified Scrum Master (CSM), SAFe Agilist, SAFe Scrum Master, or equivalent certification.
  • Experience supporting Kubernetes, cloud-native technologies, Infrastructure-as-Code, DevOps initiatives, hybrid cloud environments, HPC, AI/ML platforms, or scientific computing programs.
  • Experience with Microsoft Project, Jira, Confluence, Azure DevOps, ServiceNow, and related project management tools.
