Job description

Our client is looking for a Data & Reporting Analyst/Architect to join the Integrated Data & Analytics Section (ID&AS) to support complex data initiatives for several programs. This role is responsible for the end-to-end lifecycle of data reporting—from gathering requirements with stakeholders to the technical development and implementation of ad hoc and standard reports. The ideal candidate bridges the gap between policy and technology, ensuring all data outputs are compliant with state and federal regulations.

Key Responsibilities

·        Perform analysis, development, preparation, implementation, and evaluation of complex standard and ad hoc reports that support data collection, access, changes, retrieval and retention related to Medicaid and FoodShare programs  

·        Determine report specifications and assist in preparing necessary queries to obtain required data for reports to complete technical queries using SQL/SAS to extract and manipulate data from MES and IM databases. 

·        Perform rigorous testing and evaluation of report outputs to ensure accuracy and data integrity. 

·        Collaborate with internal and external stakeholders, management staff, and other colleagues to define reporting requirements and refine system modifications. 

·        Translate complex policy language into user-friendly logic flows and technical specifications. 

·        Review design layouts and file structures, providing recommendations for resource allocation and optimization. 

·        Review and analyze changes in federal and state rules and regulations for impact on policy and processes, including system software support, especially those necessary for reporting.  

·        Implement necessary revisions to reporting frameworks to ensure 100% compliance with shifting regulations. 

·        Evaluate standard reports for cost improvements and operational efficiencies. 

·        Prepare written comprehensive system and data requirements, flowcharts, and draft formal work directives for vendors. 

·        Develop end-user documentation, program manuals, and user guides to ensure seamless adoption of reporting tools. 

·        Lead small to medium-sized project teams through problem-solving and implementation phases.

·        Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective

·        Experience with business analyst and testing industry standards, current and emerging technologies, business process mapping, and reengineering

·        Documentation skills

 

NOTE: Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. This position is remote, but work must be performed within the State of Wisconsin. Selected candidate will be required to be onsite in Madison, Wisconsin once a month.

·        Experience working in system environments with relational databases (either SAS, MySQL, Oracle, MS SQL, DB2, etc.)

·        Knowledge of data reporting platforms (either MS SSRS, MS Access, SAS, etc.)

·        Knowledge of data visualization tools (either SAS Visual Analytics, Power BI, Tableau, etc.)

 Skills Desired – A plus to have:

·        Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.

·        Experience with business analyst and testing industry standards, current and emerging technologies, business process mapping, and reengineering

·        3-5 years - Experience performing a business analyst role supporting State Medicaid and MMIS, or similar health care business and system in one or more of the following functional areas: Provider management, Member (recipient) eligibility and enrollment, Claims and encounters, Benefit plan administration, Service authorization, Financial services, Decision support system/data warehouse, Pharmacy benefit management, Program integrity and utilization management

·        Certified Business Analysis Professional (CABP)
