Duties, Responsibilities & Other

We are seeking an experienced Project Manager to lead the delivery of federal security camera infrastructure projects. This role manages the end-to-end deployment of surveillance systems in remote, high-security environments, supporting federal protection and situational awareness missions. The Project Manager will ensure strict compliance with federal regulations, security requirements, and contract deliverables while coordinating multidisciplinary teams across construction and integration scopes. 

Key Responsibilities 

Project Leadership & Lifecycle Management 

  • Manage the full project lifecycle from Notice to Proceed through project closeout 
  • Develop and maintain detailed project schedules, budgets, forecasts, and risk management plans 
  • Lead project planning, execution, monitoring, and closeout activities 
  • Deliver regular project briefings, status updates, and milestone reviews 
  • Serve as the primary point of contact for the General Contractor and key stakeholders 

Federal Compliance & Contract Oversight 

  • Ensure adherence to federal contract requirements, scope, and performance milestones 
  • Interpret and execute work in accordance with federal RFPs, SOWs, and technical specifications 
  • Support federal reporting, documentation, audits, and closeout requirements 
  • Review and manage change orders in accordance with Federal Acquisition Regulations (FAR) 
  • Ensure secure handling of sensitive project data and controlled information 

Construction & Technical Execution 

  • Oversee construction activities related to surveillance infrastructure deployments 
  • Manage installation of pole-mounted security cameras, IR illuminators, fiber, and power systems 
  • Coordinate site assessments, logistics, and mobilization for remote  locations 
  • Ensure proper system testing, commissioning, and operational acceptance 
  • Oversee integration with Video Management Systems (VMS) and command-and-control platforms 

Stakeholder & Team Coordination 

  • Coordinate with federal field offices, engineers, inspectors, IT/security teams, and subcontractors 
  • Manage internal staff, subcontractors, vendors, and logistics providers operating in regions 
  • Monitor contractor performance, safety, and quality in challenging environments 
  • Foster clear, professional communication across all project stakeholders 

Risk, Safety & Environmental Management 

  • Identify, assess, and mitigate risks related to security, logistics, weather, and terrain 
  • Ensure compliance with federal safety standards and construction requirements 
  • Coordinate environmental, cultural, and land-use compliance activities 
  • Proactively address issues impacting schedule, cost, or operational readiness 

Financial & Contract Management 

  • Manage project budgets, cost controls, and financial forecasts under federal contracts 
  • Track expenditures, deliverables, and invoicing compliance 
  • Support contract modifications, extensions, and closeout activities 

Specialized Experience Required

  • 7+ years of project management experience in infrastructure, security systems, or federal projects 
  • Demonstrated experience delivering projects for U.S. federal government agencies 
  • Strong understanding of CCTV, IP video, networking, and low-voltage systems 
  • Ability to interpret construction drawings, technical specifications, and federal contract documents 
  • Ability to complete KCI Project Management Certification 

Specialized Experience Preferred: 

  • PMP certification 
  • Experience supporting DHS, CBP, DoD, or other federal security programs 
  • Experience managing projects in remote, high-risk, or austere environments 
  • Knowledge of Federal Acquisition Regulations (FAR) and compliance processes 
  • Familiarity with Salesforce (SiteTracker) and/or Primavera P6 (EPPM) 

Work Environment 

  • Combination of office, field, and remote border locations 
  • Frequent travel required, including rugged terrain and harsh weather conditions 
Qualifications

Education and/or Skills Required: Bachelor's Degree in related field (AEC Industry) and minimum of 4 years of related professional experience, or 8 years of equivalent professional experience. Participation in continuing education and professional development programs. Proven experience in project management roles, with a track record of successful project delivery. Demonstrated leadership abilities to inspire and motivate project teams. Strong organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously. Excellent communication and interpersonal skills, with the ability to effectively interact with clients, team members, and stakeholders. Deep technical knowledge in the specific field of the project. Expertise in project management software and tools, with the ability to develop and maintain comprehensive project plans and documentation. Knowledge of industry standards and best practices related to project management, quality assurance, and safety protocols. Effective problem-solving skills, with the ability to identify issues and implement solutions in a fast-paced environment. Strong negotiation skills to manage multiple contracts, scope changes, and stakeholder agreements effectively. Strong comprehension of accounting principles to effectively manage project budgets, financial reporting, and resource allocation.

Education and/or Work Experience Preferred: Master's Degree in related field (AEC Industry)

Certificates, licenses, and/or Registrations Required: Ability to complete the KCI PM Training and Contract Risk Training along with passing the PM Board within 6 months of start date.
