You will serve as a SUPERVISORY AEROSPACE ENGINEER in the F/A-18 FLEET SUPPORT TEAM, STRUCTURES ENGINEERING DIVISION, PRODUCTION LINE SUPPORT BRANCH of FLEET READINESS CENTER SOUTHWEST.

  • You will serve as a manager, technical advisor, and spokesperson for Structures Engineering.
  • You will advise and collaborate with all levels of industry officials concerning aircraft programs, policies and procedures to determine the impact /requirements of current or proposed initiatives and coordinate program and process related changes.
  • You will assist in the development and execute the planning, directing, and prioritizing of activities requiring routine adaptation to frequent and unpredictable changes in programs and funds.
  • You will provide resources and processes to support and maintain the mission capability, maintain inherent design capabilities of the system at the minimum expenditure of resources, preserve the planned operational life, and achieve readiness goals.
  • You will plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • You will resolve complaints from employees, collaborating with Human Resources and Union representatives where appropriate, and refer group grievances and more serious unresolved complaints to the next supervisory level.

  • This position may involve occasional visits to industrial production areas involving climbing stairs and ladders on work stands to access upper areas of aircraft.
  • You will be required to use personal protective equipment and observe normal safety precautions.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of the principles and practices of aircraft structures engineering with expertise gained in progressive engineering experience in aerospace structures or a related engineering environment; 2) Applying knowledge of naval aircraft structural design, airframe certification, aircraft loading, and maintenance/support requirements; 3) Making critical decisions on problems/concerns which impact major aircraft structures engineering functions and systems; 4) Managing a functional-matrix organizational unit in the efficient and effective allocation of its resources to meet both Competency requirements and Team objectives; 5) Ability to think and speak clearly, present ideas (both orally and in writing), and the ability to meet and effectively negotiate with various program managers; 6) Ability to apply creative thinking and experienced judgment to solve a variety of highly complex technical problems; and 7) Applying knowledge of personnel/position management/EEO regulations, policies, practices and human relations.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
