The Senior PMO Manager will lead and continue to mature our Project Management Office (PMO) responsible for the successful delivery of complex, turn-key municipal technology projects. This role is accountable for building a high-performing team of project managers, ensuring consistent execution excellence, and scaling project management capabilities as a core differentiator of our utility solutions business.
This leader will serve as the connective tissue between Sales, Customer Success, Subcontractors, and Technology Partners, driving disciplined project delivery while enhancing the customer's experience. In addition to operational leadership, the role will be responsible for evolving PMO functions to support growth initiatives including marketing collateral, case study development, standardized methodologies, and talent development.
This position requires a strategic approach, strong business acumen, and deep experience managing large-scale infrastructure or utility oriented technology deployments.
This role is approved to be fully remote and can be based anywhere in the United States
Key Responsibilities
PMO & Project Execution Leadership
  • Lead and oversee a distributed team of Project Managers responsible for delivering municipal technology projects from contract award through project closeout.
  • Establish and enforce standardized project management methodologies, governance, tools, and reporting to ensure predictable outcomes across all projects.
  • Ensure projects are completed on time, within scope, and aligned with contractual, regulatory, and licensing requirements.
  • Serve as the escalation point for complex project risks, customer issues, and cross-functional challenges.

Subcontractor & Partner Management
  • Develop and manage strategic relationships with installation, integration, and construction subcontractors.
  • Oversee & participate in subcontractor selection, scope definition, performance management, and contract adherence as needed.
  • Ensure subcontractor capacity, quality standards, safety requirements, and compliance align with project demands and company expectations.

Cross-Functional Collaboration
  • Partner closely with Sales and Customer Success teams to support effective project handoffs, scope clarity, and customer communication throughout the project lifecycle.
  • Support pre-sales activities including RFP reviews, implementation planning, risk assessments, and execution strategy input as needed.
  • Collaborate with Product, Engineering, and Technology partners to maintain alignment on system capabilities, deployment requirements, and customer outcomes.

PMO Growth & Business Scaling
Scale the PMO beyond execution to include valuable functions such as:
  • Development of customer-facing project value messaging
  • Case study and reference project creation
  • Contribution to marketing collateral showcasing delivery excellence
  • Find opportunities to improve efficiency, consistency, and profitability through process optimization, tooling, and resource planning.
  • See opportunities outside of standard Intelligent Utility Solutions project management projects

Talent Development & Organizational Leadership
  • Recruit, develop, mentor, and retain a high-performing project management organization.
  • Establish career paths, competency models, and training frameworks to support associate growth and certification.
  • Conduct regular performance reviews, coaching conversations, and capability assessments.
  • Promote a culture of accountability, continuous improvement, and customer-first execution.

Reporting, Metrics & Continuous Improvement
  • Define and track key performance indicators (KPIs) related to project delivery, customer satisfaction, margin performance, and resource utilization.
  • Provide regular reporting and insights to senior leadership on PMO performance, risks, trends, and improvement opportunities.
  • Champion continuous improvement initiatives across the PMO and broader utility delivery organization.
  • Drive accountability for margin performance and cost controls across the PMO organization.

Required Qualifications
  • Bachelor's degree in Construction Management, Business, Information Systems, Engineering or a related field (or equivalent experience).
  • 8-10+ years of project or program management experience, including leadership of project management teams.
  • Demonstrated experience delivering complex, multi-stakeholder projects-preferably within utilities, infrastructure, construction, or technology deployments.
  • Strong understanding of contract management, subcontractor oversight, and financial performance drivers.
  • Proven ability to lead cross-functional teams and influence without direct authority.
  • Excellent communication skills with the ability to engage customers, executive partners, and field teams.
  • Champion safety leadership in coordination with Operations and Field teams, reinforcing safety as a core execution value.
  • Ability to travel approximately 25% - 35%

Preferred Skills & Certifications
  • PMP (Project Management Professional), PGMP, or equivalent certification.
  • Experience with AMI/AMR systems, municipal technology, or utility infrastructure projects.
  • Familiarity with PMO tools and platforms (Microsoft Project, Planner, Smartsheet, or similar systems).
  • Strong analytical and financial skill, including forecasting, margin management, and resource planning.
  • Experience building scalable processes, templates, and governance frameworks in a growing organization.
  • Background in safety-sensitive or regulated project environments.

Pay Range:
Actual pay rate may vary depending upon location. The estimated pay range for this position is below. The specific rate will depend on a candidate's qualifications and prior experience.
$9,225.00 - $15,033.70
Estimated Ranges displayed are Monthly for Salaried roles OR Hourly for all other roles.
This role is Bonus or Incentive Plan eligible.
