Job description

The Manager/Senior Manager, Interconnection will support the Development, M&A, and Construction Engineering teams with generation interconnections, transmission service and electrical engineering designs of multiple renewable energy projects throughout the United States. You will also support the Project Finance, Origination, Asset Management, and other teams in delivering profitable projects to Scout.

The Manager/Senior Manager will take on leadership roles as assigned within the Interconnection team. This includes driving timelines and technical work across a wide range of projects; in time, it may also include managing people. In parallel, the Manager/Senior Manager will be responsible for work in a variety of areas:

Generation Interconnection

  • Lead the integration of generation resources through the full project lifecycle, from interconnection request submission through commercial operation.
  • Oversee submittal of interconnection requests, meeting all technical and non-technical requirements.
  • Coordinate with transmission owners, planning authorities, consultants, and market operators regarding interconnection studies, facility studies, network upgrades, and operational readiness requirements.
  • Support project development, engineering, asset management, and commercial teams on interconnection strategy and execution.
  • Identify and mitigate transmission, deliverability, and operational risks affecting project schedules and commercial viability.
  • Manage technical and regulatory requirements associated with RTO/ISO generator interconnection procedures.
  • Manage monthly interconnection study/security deposit balances and refund statements with Scout's Accounting Department
  • Report interconnection cash budget projections to Scout's Accounting Department
  • Support evaluation of viable POIs for new project opportunities: manage injection studies with consultants
  • Provide summaries for interconnection studies and identify technical, schedule, and cost responsibility issues, risk assessment where appropriate
  • Support due diligence development activities in early and mid-stage projects
  • Travel as needed

Generator Modeling

  • Oversee the development, validation, and maintenance of dynamic, steady-state, short-circuit, and electromagnetic transient (EMT) models for generation resources.
  • Coordinate model verification, plant performance assessments, and post-commercial operation model updates.
  • Manage consultants and external engineers performing system impact studies, dynamic analysis, and compliance evaluations.

RTO/ISO Market & Regulatory Coordination

  • Provide expert guidance regarding market rules, business practices, tariffs, and operating procedures.
  • Monitor evolving RTO/ISO stakeholder processes, tariff changes, and interconnection reforms.
  • Represent the company in RTO/ISO working groups, stakeholder meetings, technical committees, and regulatory proceedings.

Resource Integration

  • Coordinate generator energization, synchronization, and commercial operation milestones.
  • Serve as the primary liaison between the construction team, RTO/ISO personnel, and transmission owners/operators during commissioning activities.
  • Develop strategies to optimize project outcomes under changing market and transmission planning environments.

Requirements

  • A bachelor's degree in Electrical Engineering or a related engineering discipline
  • 7+ years of experience - power systems, transmission planning or generation interconnection experience preferred
  • Power System Analysis software proficiency, i.e., PSSE, Powerworld, TARA, PSCAD, TSAT
  • Prior ISO/RTO experience preferred
  • PE license preferred
  • Self-motivator with exceptional communication skills
  • Strong organizational skills and attention to detail
  • Strong interpersonal skills with the desire to work in a fast-paced, entrepreneurial environment to meet deadlines and complete time-sensitive duties
  • Google Earth, Adobe Acrobat, and Microsoft Word, Excel, and PowerPoint proficiency.

Timeline and Location

This position will begin as soon as possible, preferably in Q3 2026. Our ideal candidate will be based in our Boulder, CO office on a hybrid schedule, or remote arrangements for the right candidate.
