Scope of Work:
Capio Group is looking for an experienced Scrum Master to provide services to implement a cloud-based Software-as-a-Service (SaaS) licensing and compliance platform that consolidates multiple legacy systems into a unified enterprise solution. Responsibilities include project planning and governance, requirements elicitation and user story development, solution design, systems integration, API and interface development, data conversion and migration, configuration management, testing support, sprint execution, training and knowledge transfer, production deployment, and post-implementation support. The project will be delivered using Agile Scrum methodologies through a phased implementation approach, requiring the successful configuration, development, testing, deployment, and maintenance of a secure, FedRAMP-compliant cloud solution that supports licensing, compliance, enforcement, case management, document management, reporting, payment processing, and integration with internal and external systems. The Contractor will also provide ongoing maintenance and operations, service desk support, system enhancements, regulatory updates, security compliance, performance monitoring, and operational support to ensure continued system availability, reliability, and alignment with evolving business and legislative requirements.
The Scrum Master will support various objectives, which may include, but are not limited to, the following:
  • Facilitate Agile delivery processes and support successful execution of project activities using Agile methodologies.
  • Facilitate all Agile ceremonies including sprint planning, daily standups, backlog refinement sessions, sprint reviews, retrospectives, release planning sessions, and team planning meetings.
  • Collaborate with Product Owners, Business Analysts, and stakeholders to maintain prioritized product backlogs.
  • Support development teams in understanding business priorities, sprint objectives, and release goals.
  • Track sprint velocity, burn-down metrics, capacity planning, and delivery performance.
    Identify, document, and remove impediments affecting team productivity.
  • Facilitate cross-team coordination and dependency management activities.
  • Promote Agile principles, Scrum practices, and continuous improvement initiatives.
  • Ensure user stories meet acceptance criteria and are appropriately refined prior to sprint execution.
  • Assist teams in estimating effort, managing sprint commitments, and maintaining delivery predictability.
  • Coordinate stakeholder demonstrations, sprint showcases, and feedback sessions.
  • Support release planning and deployment readiness activities.
  • Monitor Agile performance metrics and recommend process improvements.
  • Facilitate resolution of delivery conflicts, competing priorities, and resource constraints.
  • Foster a collaborative, transparent, self-organizing team environment.

Mandatory Experience:
  1. Must possess a Bachelor degree in Business Administration, Information Technology, Project Management or Computer Science. If the degree is not in English, it must be accompanied by an evaluation performed by a member of the National Association of Credential Evaluation Services (NACES). A copy of the degree must be provided upon request. Degree is required and cannot be substituted with the experience.
  2. Within the last eight (8) years, must have four (4) years of experience as a Scrum Master on a large-scale complex IT project facilitating Agile ceremonies, daily stand-ups, sprint planning, reviews, and retrospectives.
  3. Within the last eight (8) years, must have two (2) years of experience maintaining sprint velocity, goals, and ensuring a collaborative, self- organizing environment.
  4. Within the last eight (8) years, must have two (2) years of experience partnering with Product Owners and must have experience in managing all the following: prioritize and refine backlogs, manage stakeholder expectations, and deliver increments.
  5. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.
Desirable Experience:
  1. Within the last eight (8) years, one (1) to three (3) years of experience as the Scrum Master implementing or maintaining a Cannabis Licensing and Compliance system. The Cannabis Licensing and Compliance system must have been for a government agency (City, County, State or Federal).
  2. Possession of Scrum Master Certificate. A copy of the certification must be provided upon request.
