The Opportunity

Aeroflow Health is seeking a highly skilled and well-connected Senior Driector of Legislative Affairs to lead and oversee our government relations initiatives at both the federal and state levels. This individual will serve as the primary architect and executor of our legislative strategy, advocating for policies that enhance patient access, protect industry viability, and support Aeroflow's strategic objectives.

This role requires a strategic thinker who understands the intricacies of the legislative process, can build bipartisan relationships, and possesses the analytical rigor to dive into the details of policy drafting. The successful candidate will work closely with our Regulatory Affairs Lead and internal business units to ensure a cohesive and comprehensive advocacy approach.

Key ResponsibilitiesFederal Legislative Advocacy
  • Lead efforts to introduce and secure the passage of federal legislation that expands access to critical healthcare products and services, clinical support, and telehealth capabilities.
  • Collaborate with national industry associations and other stakeholders to advance shared priorities.
  • Build and maintain trusted, bipartisan relationships with members of Congress, committee staff, and leadership offices in both chambers.
  • Engage directly with Congressional offices, committees, and the Administration to educate policymakers on the value of Aeroflow’s offerings and its impact on Medicare and Medicaid populations.
  • Monitor federal legislative trends and proactively identify opportunities or threats to Aeroflow and its subsidiaries.
  • Employee has an individual responsibility for knowledge of and compliance with laws, regulations, and policies.

State Legislative Advocacy
  • Develop and execute state-level legislative strategies across key markets to align with organizational growth and patient needs.
  • Lead ongoing campaigns to establish sustainable reimbursement models and protect access to care in areas serviced by Aeroflow.
  • Drive efforts to modernize tax policies, including the elimination of sales tax on essential medical equipment and supplies to improve patient affordability.
  • Track and respond to emerging state legislation that impacts operations, compliance, or patient access.
  • Cultivate relationships with state legislators, committee staff, and governors' offices in priority states, and identify sponsors and champions for Aeroflow-backed bills.
Strategic Leadership & Collaboration
  • Serve as the internal subject matter expert on the legislative process, providing strategic counsel to the executive team and business unit leaders.
  • Partner closely with the Regulatory Affairs Lead (covering federal and state agencies) to ensure alignment between legislative goals and regulatory actions.
  • Build, maintain, and leverage a strong network of relationships with lawmakers, legislative staff, industry coalitions, and external lobbying partners across party lines.
  • Represent Aeroflow within AAHomecare and relevant state associations, aligning company priorities with association-led lobbying efforts and coordinating closely with association lobbyists.
  • Analyze complex policy issues and draft detailed legislative text, amendments, fact sheets, and briefing materials to ensure policies are effectively written and protect Aeroflow's interests.
  • Manage and oversee external contract lobbyists as needed at the federal and state level, setting priorities, holding them accountable to outcomes, and managing engagement scope.
  • Brief executive leadership regularly on legislative landscape, campaign status, and risk, and contribute to Government Relations goals and performance measures.
Qualifications and Skills
  • Experience: 7+ years of progressive experience in legislative affairs, government relations, or public policy, with a demonstrated record of moving legislation from concept to enactment at the federal and/or state level.
  • Capitol Hill experience (member office, committee, or leadership staff) and/or substantial state legislative experience strongly preferred.
  • A genuine bipartisan network and the credibility to build relationships across party lines, navigate complex political environments at both the state and federal levels. This role requires trusted access on both sides of the aisle.
  • Deep understanding of the legislative process, committee structures, and how a bill becomes law. Proven track record of successfully advancing legislative initiatives.
  • Strong analytical skills with the ability to dive into the details of policy and draft precise legislative language that covers organizational bases.
  • Exceptional written and verbal communication skills; ability to distill complex healthcare issues into persuasive arguments for diverse audiences.
  • Team player who can work effectively in a matrixed environment, particularly with regulatory affairs and internal business operators.
  • Bachelor’s degree in Political Science, Public Policy, Law, Communications, or a related field. Advanced degree (JD, MPP, MPA) preferred.
