POSITION DESCRIPTION:

The Systems Analyst II will provide advanced systems analysis and engineering support to NOAA. Working under the direction of senior technical and program leadership, this role supports the translation of operational and user requirements into functional requirements and practical solutions that support the planning, development, acquisition, operation, and life-cycle management of NOAA marine, aviation, and associated mission systems.

The Systems Analyst II contributes to complex analytical efforts, ensures quality and compliance across the project life cycle, and supports coordination between technical teams and end users to achieve program objectives.

RESPONSIBILITIES:

  • Translate user and operational requirements into functional requirements and analytical solutions under senior direction.
  • Perform system, equipment, and software analyses to support engineering and operational decision-making.
  • Support engineering and systems analysis activities across design, integration, test and evaluation, and implementation.
  • Review work products and program documentation for accuracy, standards compliance, and adherence to milestones.
  • Coordinate issue resolution and support user satisfaction through effective stakeholder collaboration.
  • Maintain quality and support continuous improvement throughout the project life cycle.

REQUIREMENTS:

  • Bachelor's degree in operations management, engineering, logistics, or related technical field
  • 2+ years of progressively responsible experience in systems analysis supporting technical or operational programs.
  • Experience performing system, equipment, or software analysis in a multidisciplinary environment.
  • Strong analytical and organizational skills.
  • Ability to work effectively under direction while managing complex tasks.
  • Clear communication skills with both technical and non-technical stakeholders.
