Quality Assurance Test Manager
Tria Federal is seeking a full-time QA Manager provides leadership and oversight for all quality assurance and testing activities across the BESST program. This role ensures test operations are effectively planned, executed, automated, and governed across complex, largescale healthcare technology implementations. The QA Manager is responsible for integrating QA practices throughout the SDLC and ensuring high standards of quality, performance, accessibility, and compliance across all deliverables.
Roles and Responsibilities
  • Lead test management activities across all phases of the SDLC for complex, largescale system implementations.
    • Oversee programwide QA operations, including development, refinement, and governance of QA processes, standards, and workflows.
    • Collaborate closely with Product, DevOps, and DataOps teams to define functional, nonfunctional, and data requirements, including interface and datapipeline validations.
    • Establish, mature, and manage QA functions supporting application testing, system integration testing, data validation, performance testing, and accessibility testing.
    • Strengthen and expand automation frameworks to support regression, integration, and data validation testing across multiple environments.
    • Lead planning and execution of nonfunctional testing, including performance, load, stress, scalability, and reliability testing.
    • Oversee Section 508 accessibility evaluation, testing, remediation tracking, and compliance reporting.
    • Review, maintain, and update QArelated SOPs; ensure alignment with CMS standards, operational processes, and audit requirements.
    • Provide continuous training, upskilling, and knowledgesharing for QA/Test Engineers on new processes, tools, test methodologies, SOP updates, and automation standards.
    • Produce and deliver test metrics, dashboards, trend analysis, and quality insights to leadership and stakeholders.
    • Drive continuous quality improvement using industry frameworks such as CMMI, Six Sigma, and ITILaligned practices.
    • Develop, implement, and maintain best practices, toolsets, and standardized processes for programwide QA and test management.
    • Maintain expertlevel knowledge of QA methodologies, automation strategies, accessibility testing, and industry standards to guide test architecture and strategy.
    • Ensure QA activities are deeply embedded in requirements analysis, design reviews, development cycles, release planning, and operational readiness.
    • Apply strong Agile expertise, ensuring QA practices align with Scrum, Kanban, and hybrid Agile delivery models.
    • Lead, coach, and mentor QA/Test Engineers across multiple teams, providing direction for execution and professional development.
    • Communicate effectively with internal teams, CMS stakeholders, and partner organizations to present QA strategies, risks, mitigation plans, and outcomes.
    • Develop action plans aligned with program goals and guide QA teams toward successful milestone and deliverable completion.

Required Qualifications
  • 10+ years of experience in QA and SDLC testing, including at least 5 years in a QA/QC Manager leadership role.
    • 10+ years of frontend, backend, and integration testing experience supporting enterprisescale applications.
    • Demonstrated experience leading performance, load, and stress testing initiatives.
    • Handson experience overseeing Section 508 compliance testing and remediation.
    • 5+ years of experience in federal healthcare environments (consulting or industry).
    • 3+ years of experience managing and directing QA teams toward milestone and deliverable completion.
    • 3+ years of experience using Jira, Confluence, and similar Agile lifecycle management tools.
    • Bachelor's degree required; Master's degree preferred.
