Summary
The purpose of this position is to provide substantive program advice, assistance, and is responsible for carrying out significant program activities in tribal and state settings with relative independence.

  • Plan and administer a public health program, including, but not limited to, service delivery, assessment, surveillance, quality assurance, partnerships and collaborations, outreach, orientation, training, reporting, and program implementation and evaluation.
  • Plan, develop, and implement strategies that educate health professionals of all levels to work in varied settings and use new and unfamiliar tools/resources.
  • Identify and make recommendations regarding areas where an education approach can have significant impact on public health.
  • Serve as the principal representative for a well-defined sexually transmitted disease (STD) program of moderate complexity.
  • Responsible for carrying out and promoting significant public health program activities in tribal and state settings with relative independence.

Background Investigation Requirement:
This position requires the successful completion of a federal background investigation as a condition of employment.
A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part-time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
INDIVIDUAL OCCUPATIONAL REQUIREMENTS
Undergraduate and Graduate Education

Major study public health or other field of study with course work directly related to the work of the position to be filled.

Specialized Experience
Experience that provided the following:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Examples of qualifying specialized experience for Public Health Advisor positions include:
  • Providing advice and assistance to State and local governments, and to various public, nonprofit, and private agencies and organizations on matters relating to the improvement of their public health activities.

In addition to the Individual Occupational Requirements (IOR), you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related or one (1) year of specialized experience equivalent to at least the GS-07 grade level.
Examples of specialized experience at the GS-09 grade level
  • Assist in public health projects and/or activities.
  • Collect and analyze data, conduct initial analysis, prepare reports, and other documentation for use in assessing and evaluating program operations.
  • Provide consultation and assistance on grants or contracts to assist in meeting objectives.

GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related or one (1) year of specialized experience equivalent to at least the GS-09 grade level.
Examples of specialized experience at the GS-11 grade level
  • Establish and maintain an integrated system of information gathering and reporting devices and analyze data.
  • Provide consultation, guidance, and assistance for carrying out and promoting public health program activities.
  • Prepare reports for use in evaluating program operations.
  • Manage, oversee, or monitor funds/budget for a program.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
