DAILY DUTIES / RESPONSIBILITIES:
The South Carolina Department of Health and Human Services is seeking a consultant to act an Quality Assurance Analyst (Performance Tester). This consultant must be a skilled professional with a deep level of performance testing and application tuning experience who can work independently and alongside project team members, State agency representatives and all impacted Third Party vendors. The following duties will apply for this position:
Responsible for the performance testing for monthly releases, small enhancements and major projects to ensure compliance to the SCDHHS TCOE standards
Assist SCDHHS with the strategy, configuration, implementation, and standardization of the agency selected Performance Testing framework, tools, and environments
Develop Performance test plans and strategies tailored for each project or system.
Develop realistic workload models that mimic production system activities, load and usage.
Lead large performance testing efforts of 15+ stakeholders including testers, dba's, admins, etc.
Monitor all servers, batch jobs and performance metrics during the performance each performance test event.
Provide metric backed performance tuning recommendations to both infrastructure and applications teams.
Manage and monitor the regression and performance test documentation, SDLC documentation and risk related materials.
Define, implement, and evangelize performance testing best practices, processes, and policies which are established internally and by applying industry best practices.
Re-enforce adherence and consistency within and across SCDHHS departments through audits
Become the "Trusted Advisor" for both OIM and business partners in the quality assurance arena.
Oversees the performance Test Planning Resource Estimation & Allocation Request
Ensures appropriate allocation of Performance Testing Resources for project coverage
Approves the "High Level" and "Detailed" Performance Test Estimates from both vendor led and internally led projects
Develop, execute and maintain a Test Management Plan;
Develops Test Resource utilization & capacity metrics.
Maintains the TCOE framework and repository to ensure processes, procedures, and templates are current and in accordance to the SCDHHS PMO Governance standards
