Overview of Job:


Diversified Services Network is seeking a Project Business Analyst to play a critical role in the modernization of the Illinois Medicaid Enterprise System (MES). This large-scale, complex initiative is designed to enhance the State of Illinois' ability to deliver efficient, compliant, and citizen-centered Medicaid services through modernized technology and streamlined business processes.

In this role, the Project Business Analyst will partner closely with the Illinois Department of Healthcare and Family Services (HFS), the project leadership, and other program stakeholders to support successful project execution across all phases of the system modernization lifecycle. The analyst will coordinate and support a wide range of project activities, including requirements elicitation and management, scope tracking, schedule and milestone coordination, risk and issue management support, and preparation of project documentation and status reporting. The role requires consistent application of established project management methodologies, governance processes, and quality standards, while also supporting compliance with federal and state Medicaid regulations and Centers for Medicare & Medicaid Services (CMS) guidelines.

A core responsibility of this position is facilitating effective communication and collaboration among diverse stakeholder groups. This includes organizing meetings and workshops, capturing decisions and action items, and ensuring timely follow-ups.

The ideal candidate will bring strong analytical skills and the ability to operate effectively in a fast-paced, highly regulated public-sector environment. Experience with Medicaid systems, health and human services programs, or large government IT modernization initiatives is highly valued. Through their contributions, the Project Business Analyst will help drive transparency, accountability, and successful outcomes in one of the State of Illinois' most critical healthcare technology initiatives.

*The position is remote, with the possibility of up to 25% travel to the client location in Springfield, Illinois.

Duties Include:

  • Provide project management support assisting in all aspects of project execution.
  • Organizing key internal and external meetings including preparation and distribution of meeting materialsย 
  • Coordinate and document meeting minutes, ensuring that key discussions, decisions, and action items are accurately recorded and communicated to stakeholders.
  • Ensure compliance with SharePoint naming conventions and document management protocols to maintain organized project documentation.
  • Aid in preparing project status reports by coordinating input from various internal stakeholders.
  • Ensure consistent application of standard project management methodologies, processes, tools, and documentation throughout the project lifecycle, promoting best practices across the organization.

Mandatory Qualifications:

  • Bachelor's degree or higher from an accredited college or university in a related field such as Business Administration, Project Management, or Information Technology.
  • Minimum of 3 years of relevant experience as a business analyst or project coordinator, preferably in a public sector or healthcare IT environment.
  • Strong understanding of IT Project Management principles and techniques
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and project management tools (e.g., Microsoft Project, SharePoint) for documentation and reporting.
  • Excellent verbal and written communication skills, with the ability to interact with stakeholders at various levels.
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks and prioritize effectively.
  • Demonstrated ability to work independently and collaboratively within a team, maintaining professionalism in all interactions.
