Job description

Position Summary:
We are seeking a highly experienced Program Manager with a strong consulting background to lead a complex, multi-workstream program supporting strategic initiatives. This role requires exceptional leadership, operational oversight, and cross-functional coordination to ensure all contract deliverables are met on time, within scope, and aligned with the client’s regulatory and business goals. The ideal candidate will possess deep expertise in organizational leadership, client engagement, resource planning, and performance optimization—bringing a strategic mindset combined with hands-on program delivery experience. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.


Essential Functions:
• Define and manage the overall program strategy and execution plan, ensuring all deliverables meet client objectives, timelines, and compliance requirements.
• Act as the primary liaison with client’s stakeholders, ensuring transparent communication, alignment on goals, and effective issue resolution.
• Oversee workforce planning and resource allocation to balance capacity with program demands, regulatory deadlines, and evolving priorities.
• Manage program budgets, forecasts, schedules, and performance reporting. Ensure visibility into risks, dependencies, and outcomes across all teams.
• Design and implement tools, dashboards, and frameworks to monitor progress, assess risk, and drive performance.
• Leverage project management tools such as Smartsheet, MS Project, and Excel. Apply familiarity with GIS systems and data workflows to ensure high-quality technical deliverables.
• Other duties as assigned by OMS or the client.


Qualifications:
o Bachelor’s degree in Environmental Science, Business, Project Management, or a related field.
o Master’s degree or PMP certification preferred.
o PMP, Lean Six Sigma, or similar leadership certifications are preferred.
o Three (3) or more years of experience in program or project management leading cross-functional teams in consulting, utility operations, or environmental services is required.
o Seven (7) or more years of experience managing program or project management leading cross-functional teams in consulting, utility operations, or environmental services is preferred.
o Conduct a background check, drug screening, and physical exam.
o Approval by Client Representative.

Environmental Factors:  Indoor and outdoor conditions; exposure to heat, cold, potentially hazardous chemicals, toxic materials. Noise level is usually moderate.
