Program Manager


Job Summary

The Program Manager will provide comprehensive technical and administrative oversight, program planning, risk management, and contract compliance for the Client’s Application and Website Support Services task order. This role serves as the primary liaison to the Contracting Officer’s Representative (COR) and the CIO, driving project schedule execution and cost control.


Required Qualifications:


  • Education: Bachelor’s degree in information technology, Business Administration, or a related field (or equivalent experience).
  • Experience:
    • At least 10 years of total management experience.
    • At least 4 years of experience managing IT projects of similar size, scope, and complexity for the Federal Government.
    • Extensive experience evaluating IT systems and tracking schedule, cost, and risk in an enterprise IT environment.
  • Certifications: Active Project Management Institute (PMI) Project Management Professional (PMP) certification (Required).


Critical Competencies & Core Technologies:

  • Methodologies: HHS Enterprise Performance Life Cycle (EPLC) framework.
  • Domain Knowledge: In-depth understanding of Federal Government contracting, billing, cost control management, and fast-turnaround policies.
  • Tools: Microsoft 365 (Word, Excel, PowerPoint) for project tracking and reporting.
