Job Description:

L3Harris is seeking a Program Finance Specialist for its Redmond, WA location. This position will be responsible for labor and Bill of Materials (BOM) cost analyses and estimations for proposal efforts. Additional duties include developing and maintaining pricing systems and procedures; interacting with personnel to collect data for proposals; collecting, analyzing and storing data for estimating and analysis; ensuring disclosure of cost and pricing data and compliance with Truth in Negotiations Act (TINA); maintaining auditable files for proposals and coordinates government audit activities; documents ground rules and assumptions used in proposals; keeping current of Federal Acquisition Regulations and customer requirements; providing fact-finding and negotiation support; developing and producing compliant and auditable cost volumes; serving as a primary interface for all government pre-award audits for cost and pricing data; maintaining current historical pricing system with current forward pricing rates; and developing, maintaining, and monitoring estimates and pricing standards, procedures, and systems. ย 

Essential Functions:

  • Focal for all estimates, proposal substantiation and audit files.
  • Collects, analyzes and stores data for estimating and analysis.
  • Evaluate incoming cost estimates, quotes and other relevant data for accuracy and completeness, populate the PBOM and incorporate escalation and quantity factors.
  • Reads and understands RFP requirements and documents and communicates ground rules/assumptions used in proposals.
  • Responsible to ensure compliance with FAR/TINA requirements on proposal substantiation, basis of estimates, fact-finding, and negotiations.
  • Keeps current with federal acquisition regulations and customer requirements.
  • May support systems and procedures audits.
  • Develops, maintains and monitors estimating and pricing standards, procedures and processes.
  • Maintains current and historical pricing systems with current forward pricing rates.
  • Develops and maintains pricing systems and procedures.
  • May plan and/or participate in process improvement projects involving the development of new approaches and methods to attain objectives.

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

Preferred Additional Skills:

  • Intermediate level Microsoft Excel knowledge
  • Understanding of applicable federal acquisition regulations plus a strong knowledge of current (TINA) disclosure requirements.
  • MS Office skills including Excel, Word, Access and PowerPoint
  • Experience and knowledge with Deltek ProPricer or other pricing software preferred.
  • Knowledge of basic mathematics and statistics, analytical aptitude, strong oral and written communication skills needed.
  • Requires familiarity with estimating and pricing procedures, audit methods.
  • Familiarity with aerospace program labor, materials, and manufacturing processes is a plus
  • Requires a willingness and ability to travel by land or air to supplier or customer facilities and ability to work extended hours when proposal schedules necessitate.
  • Government Compliance experience

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $76,500 - $141,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is $67,000 - $124,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.

L3Harrisย announcedย on January 5th, that AE Industrial Partners ("AE Industrial") has agreed to acquire a controlling interest in L3Harris' Space Propulsion and Power Systems business. This position has been identified as one that will transition to the new standalone company upon closing of the transaction.
