Job description

About ICA, Inc.

ICA, Inc. is a rapidly growing company, located in the D.C./Metro area. We were founded in 2009 to assist government clients with evaluating and achieving their objectives. We have become a trusted advisor helping our clients by offering cutting-edge innovation and solutions to complex projects. Our small company has grown significantly, and we're overjoyed at the opportunity to expand yet again!

We are results-focused and have a proven track record supporting federal agencies and large government services primes in three main areas: Research and Data Analysis, Advanced-Data Science, and Strategic Services. We currently support multiple analytics and research programs across HHS.

At ICA, we believe our success starts with our people. We foster a collaborative "one team" environment where work-life balance isn't just talked about - it's prioritized. We're building dynamic, highly skilled teams in a welcoming and supportive atmosphere. If you're passionate about using your technical expertise to make a difference, we want to talk to you.

About the Role

We are seeking a Federal Health Account Lead to own and grow our relationships across the Department of Health and Human Services (HHS) and the Department of Defense (DOD). The operating divisions of interest include FDA, CMS, NIH, and DHA, as well as other agencies with strategic opportunities. This role sits at the intersection of business development, capture, and client relationship management, focused on expanding our footprint in data science, advanced analytics, software development, and real-world evidence (RWE) generation. The ideal candidate will have experience identifying challenges and needs of potential clients and translating that understanding into fundable concepts. This means the candidate must be able to combine federal BD/capture fluency (contract vehicles, procurement cycles, competitive intelligence) with enough technical grounding in data science, software development, and RWE concepts to credibly engage with experts in each of those fields, both internally and at the agencies.

Key Responsibilities Include:

  • Client Relationship Management
  • Account Ownership & Growth
  • Capture and Proposal Support
  • Market & Competitive Intelligence

Required Qualifications

  • 5+ years of federal business development, capture, or account management experience, with direct HHS exposure
  • Demonstrated understanding of federal procurement processes, contract vehicles, and the proposal lifecycle
  • Ability to read and interpret procurement documents (RFIs, RFPs, sources sought notices) and translate findings into actionable capture strategy
  • Strong relationship-building skills with both government stakeholders and internal technical teams
  • Excellent written and verbal communication skills; comfortable presenting to both technical and non-technical audiences

Preferred Qualifications:

  • Familiarity with health data, claims analytics, or real-world evidence markets
  • Existing relationships within FDA, CMS, NIH, and DHA.
  • Knowledge of RWD data sources and stakeholders (Sentinel Operations Center, NESTcc/MDEpiNet, ResDAC, claims/EHR vendors)
  • Experience with OASIS+ or similar large IDIQ vehicles
  • Bachelor's degree in public health, health policy, business, or related field (advanced degree a plus)

Benefits: We invest in our team members so you can live your best life professionally and personally, offering a competitive salary and benefits

    • Health Insurance -100% employer-paid premiums - ICA covers the full cost of one of three offered medical plans
    • Dental Insurance
    • Vision insurance
    • Health Spending Account
    • Flexible Spending Account
    • Life and Disability insurance
    • 401(k) plan with company match
    • Paid Time Off (Vacation, Sick Leave and Holidays)
    • Education and Professional Development Assistance
    • Remote work from anywhere within the continental United States

      Location and Telework
This is a remote position. Candidates residing in the DMV area preferred.

      Why ICA?
At ICA, we value doers. We are a growing organization that needs a Capture Manager who can hit the ground running and bring in new business. You will have the autonomy to shape the day-to-day capture process, backed by a supportive leadership team that prizes execution. If you thrive on forging connections, turning leads into contract wins, and making an immediate impact, we want to hear from you.

      Additional Information

At International Consulting Associates, Inc. we embrace diverse teams as our catalyst for creative consulting. We are committed to creating a welcoming workplace where voices are heard, and people belong. We celebrate the uniqueness of each person's contribution to creating value for them and achieve great things for our clients and communities. As a team, we believe that diversity drives innovation.
