PostgreSQL Database Developer:


The client is seeking an experienced PostgreSQL Database Developer to support a short-term, high-impact enterprise database initiative for a Texas-based government environment. The ideal candidate will have deep expertise in PostgreSQL development, SQL optimization, PL/pgSQL programming, and enterprise database performance tuning.

This role will focus on designing, developing, optimizing, and supporting complex database solutions for large-scale, high-volume mission-critical applications. The candidate will collaborate closely with application development, integration, and infrastructure teams to ensure reliable, scalable, and high-performing data-driven solutions.

The position requires strong experience with relational database design, query optimization, execution plan analysis, ETL integration, and Agile project delivery. Candidates should also possess strong troubleshooting abilities, excellent communication skills, and experience working in fast-paced enterprise environments with shifting priorities.

Key Responsibilities:

  • Design, develop, and optimize SQL queries, functions, triggers, and stored procedures in PostgreSQL.
  • Lead performance tuning initiatives including indexing strategies, query optimization, and execution plan analysis.
  • Analyze complex datasets and data flows to ensure data integrity, consistency, and reliability.
  • Support relational data modeling and database normalization activities.
  • Troubleshoot database performance bottlenecks and provide root cause analysis.
  • Collaborate with application, integration, and infrastructure teams to deliver enterprise data solutions.
  • Participate in Agile ceremonies including sprint planning, code reviews, and design discussions.
  • Ensure database solutions comply with agency governance, security, and compliance standards.
  • Support PostgreSQL migration, modernization, and upgrade initiatives.
  • Assist with ETL pipelines, batch processing, and data integration activities.

  • Support CI/CD automation and database deployment processes.
  • Optimize database scalability, performance, and availability.
  • Document database objects, workflows, and technical processes.
  • Collaborate effectively with developers, testers, architects, and stakeholders.
  • Work independently while managing multiple concurrent priorities in a fast-paced environment.
  • Support cloud-based PostgreSQL deployments and managed database services.

Required Skills:

  • 13+ years of experience as a Database Developer or related role.
  • Strong expertise in PostgreSQL, SQL, and PL/pgSQL development.
  • Experience with stored procedures, triggers, indexing, and query optimization.
  • Strong knowledge of relational database design, normalization, and data modeling principles.
  • Expertise in performance tuning, execution plan analysis, and troubleshooting complex SQL behaviors.
  • Experience supporting large-scale enterprise and mission-critical data environments.
  • Experience with ETL pipelines, data integration tools, and batch processing frameworks.
  • Familiarity with CI/CD pipelines and database deployment automation.
  • Experience with Agile/Scrum methodologies and collaborative project delivery.
  • Exposure to cloud platforms such as AWS, Azure, or managed PostgreSQL services.
  • Strong analytical, troubleshooting, and communication skills.
  • Experience supporting government or public sector systems preferred.

Qualifications & Certifications:

  • Bachelors degree in Computer Science, Information Systems, Data Engineering, or related field preferred.
  • PostgreSQL certification preferred.
  • Cloud certifications in AWS or Azure preferred.
  • Experience with enterprise database modernization initiatives preferred.
  • Texas Drivers License required.
