This role is based out of our New York City headquarters. We offer a hybrid work model, allowing for a mix of in-office and remote work. We are also open to considering a fully remote arrangement for an exceptional candidate.

What You'll Do

The Director of Enterprise Data Governance will report to the SVP of Data Governance, Privacy & Risk and will be responsible for implementing and operating Horizon's enterprise data governance program. This role will execute governance initiatives that strengthen data quality, stewardship, ownership, privacy and regulatory compliance while supporting Horizon's strategic evolution from a Data Processor to a Data Controller. The Director will partner closely with Technology, Product, Data Engineering, Legal, Information Security, Client Leadership and Business Operations to ensure enterprise data is governed consistently, responsibly and in accordance with business and regulatory requirements.

Duties and ResponsibilitiesEnterprise Data Governance
  • Execute the enterprise data governance framework, policies, standards and procedures established by executive leadership.
  • Develop and maintain governance processes supporting the collection, use, storage, sharing, retention and disposal of enterprise data.
  • Implement governance controls that improve enterprise data quality, consistency, accessibility and accountability.
  • Develop governance metrics, dashboards and reporting to measure program maturity, adoption and compliance.
Data Stewardship
  • Establish and manage the enterprise Data Stewardship Program across business and technology organizations.
  • Partner with business leaders to define Data Owners, Data Stewards and Data Custodians for critical data assets.
  • Facilitate resolution of data ownership, quality and policy issues across cross-functional teams.
  • Promote governance adoption through training, documentation and stakeholder engagement.
Data Quality & Data Management
  • Lead initiatives to improve enterprise data quality, integrity and consistency.
  • Maintain enterprise metadata repositories, business glossaries and data catalogs.
  • Support implementation of data lineage, critical data elements and master data management practices.
  • Partner with Data Engineering teams to integrate governance controls throughout the enterprise data lifecycle.
Data Governance Transformation
  • Develop and maintain the enterprise data inventory, Records of Processing Activities (RoPA), data ownership model and governance processes required to support Horizon's transition from a Data Processor to a Data Controller.
  • Implement governance standards supporting data acquisition, licensing, enrichment, retention and responsible use of enterprise data.
  • Partner with Legal, Privacy and Information Security to ensure governance controls align with contractual obligations and applicable privacy regulations.
  • Support governance of first-party, licensed and proprietary data assets used across Horizon products, platforms and services.
Privacy & Responsible Data Use
  • Partner with Privacy, Legal and Information Security teams to operationalize Privacy by Design across business and technology initiatives.
  • Support Data Protection Impact Assessments (DPIAs), privacy reviews and governance assessments.
  • Implement governance controls supporting consent management, purpose limitation and data minimization principles.
  • Assist with governance activities related to data incidents, investigations and regulatory inquiries.
Governance Technology
  • Administer and enhance enterprise governance platforms, including OneTrust and related governance technologies.
  • Support automation of governance workflows, data inventories, assessments and policy management.
  • Partner with Technology teams to integrate governance capabilities into enterprise applications and data platforms.
  • Evaluate governance technologies and process improvements that increase operational efficiency and regulatory readiness.
Cross-Functional Collaboration
  • Collaborate with Product, Engineering, Legal, Information Security, AI, Analytics and Business Operations to embed governance throughout enterprise initiatives.
  • Support governance requirements for AI, advanced analytics and enterprise data products.
  • Prepare governance dashboards, metrics and program updates for executive leadership.
  • Mentor Data Stewards and promote a culture of accountability, transparency and responsible data management.
Who You Are & What You've DoneRequired Skills & Experience
  • Bachelor's degree in Information Management, Computer Science, Information Systems, Business Administration or equivalent related work experience.
  • 6-8 years of experience in Data Governance, Data Management, Information Governance, Privacy Operations or a related field.
  • Experience implementing enterprise data governance frameworks, policies and governance technologies (e.g., OneTrust, Collibra, Microsoft Purview or similar).
  • Strong understanding of data governance principles, including data quality, metadata management, data lineage, data classification and data stewardship.
  • Working knowledge of GDPR, CPRA/CCPA and other applicable privacy regulations.
  • Experience partnering with business, legal and technology teams to implement enterprise governance initiatives.
  • Strong communication, organizational and project management skills, with the ability to manage multiple priorities in a cross-functional environment.
Preferred (Nice to Have) Skills & Experience
  • Experience in the advertising, media, marketing technology or digital marketing industry.
  • Experience working with enterprise data platforms such as Snowflake, Databricks or Google Cloud Platform.
  • Experience supporting governance of licensed, identity or audience data assets.
  • Professional certifications such as CDMP, CIPP, CIPM, CIPT or equivalent.

Salary Range

$175,000.00 - $200,000.00

A successful applicant's actual base salary may vary based on factors such as individual's skill sets, experience, training, education, licensure/certifications, and qualifications for the role. As an organization, we take an aptitude and competency-based hiring approach.
