  • You will direct and oversee organizational IT requirements to include management of the control, development, deployment and maintenance of a state-of-the-art, enterprise-wide Naval Audit Service Informational Management System (NASIMS).
  • You will lead and evaluate progress throughout the design, development, and research stages of software application, identifying current and future requirements through consultation with Naval Audit Service functional Directors.
  • You will lead programming activities to design and develop new software routines and validate the operational effectiveness of new and updated software routines prior to cut-over to production.
  • You will provide technical and analytical advice to Naval Audit Service senior leadership on information management issues and the coordination, integration, or upgrading of new technology, systems, software, hardware, and equipment.
  • Provides leadership throughout the process of researching, identifying and evaluating new and emerging IT technologies that support the audit function.
  • Oversees the Information Assurance Management (IAM) function and ensures the rigorous application of information assurance policies, principles, and practices.

In addition to the four competencies listed above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the federal service or equivalent experience in the private or public sector:
  • Experience designing, executing, and maintaining a system implementation and sustainment lifecycle plan that specifies risk management framework actions and milestones for IT systems and applications.
  • Experience conducting vulnerability assessments, developing security plans, and implementing and testing security controls.
  • Experience leading and directing IT projects from inception to completion, including establishing short/long-term priorities, setting timelines, and ensuring projects are properly resourced.
  • Experience planning and managing IT budgets, monitoring contracts, and submitting procurement requirements for hardware/software.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DOD Cyber Workforce Framework (DCWF) role of Software Developer and Technical Support Specialist proficiency level Advanced. As well as role of Information Systems Security Manager proficiency level Intermediate. As a condition of employment, the incumbent of this position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2
This designation requires:
1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINS 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role role of Software Developer and Technical Support Specialist proficiency level Advanced. As well as role of Information Systems Security Manager proficiency level Intermediate. For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1.
