The Senior Technical Recruiter will lead full lifecycle recruiting efforts for cleared critical facility technicians and engineering personnel supporting U.S. Government, DoD, OCONUS, and Intelligence Community programs. This role focuses on sourcing and hiring qualified candidates for HVAC technicians, electricians, plumbers, building automation specialists, facilities maintenance personnel, and other mission-critical roles requiring active clearances, both within the U.S. (CONUS) and Outside the Continental United States (OCONUS).
Responsibilities
  • Manage full lifecycle recruiting for TS/SCI, CI Poly, and Full-Scope Poly cleared candidates across critical facilities, construction trades, and engineering disciplines within CONUS and OCONUS government programs.
  • Build and maintain strong candidate pipelines for HVAC, electrical, plumbing, mechanical, building controls, and facilities maintenance talent for domestic and overseas projects.
  • Support recruiting for OCONUS deployments, including roles requiring readiness for austere, rotational, or contingency environments.
  • Partner with Program Managers, Facility Operations leadership, Security Officers, and OCONUS deployment coordinators to understand staffing requirements, clearance prerequisites, and operational timelines.
  • Develop and execute sourcing strategies using clearance-focused job boards, referral networks, social platforms, military outreach, and proactive engagement with candidates willing to deploy OCONUS.
  • Ensure compliance with DoD, IC, OSHA, HR/OFCCP, and international deployment regulations throughout the recruiting lifecycle.
  • Conduct screening, interview coordination, compensation analysis, and offer negotiations in alignment with contract and corporate guidelines for both CONUS and OCONUS roles.
  • Support large-scale hiring initiatives, including rapid contract ramp-ups, OCONUS mobilizations, and incumbent capture efforts.
  • Maintain accurate records and recruiting workflow within ATS platforms such as Taleo, iCIMS, Workday, or similar systems.
  • Advise hiring managers on talent availability, market conditions, and competitive intelligence related to CONUS and OCONUS technical trades.
  • Drive continuous improvement across recruitment processes, candidate experience, and sourcing strategies for overseas staffing.

Qualifications
  • 7+ years of technical recruiting experience, with a focus on U.S. Government cleared candidates (TS/SCI, Polygraph).
  • A bachelor's degree is preferred but not required. Bachelor's Degree with 7+ years of experience, associate degree with 10+ years of experience, or High School Diploma with 12+ years of experience.
  • Proven experience hiring critical facility technicians (HVAC, electrical, plumbing, mechanical, building systems) for CONUS and OCONUS operations.
  • Strong understanding of DoD and Intelligence Community security clearance processes and OCONUS deployment requirements.
  • Demonstrated success supporting high-volume and rapid-deployment staffing, particularly for overseas or contingency environments.
  • Experience with government-contract recruiting compliance, including OFCCP requirements.
  • Proficiency with major ATS platforms (e.g., Taleo, iCIMS, Workday, Bullhorn).
  • Excellent relationship-building skills with technical leadership, program teams, and OCONUS deployment stakeholders.
  • Ability to analyze staffing trends, anticipate challenges, and recommend strategic solutions for hard-to-fill and overseas roles.

Preferred Qualifications
  • Experience supporting DoD contingency operations, base operations support (BOS), or mission-critical infrastructure projects OCONUS.
  • Knowledge of international labor regulations, deployment processing, and logistical requirements for overseas assignments.
  • Background recruiting for secure compounds, military installations, or classified technical programs abroad.
  • Experience mentoring junior recruiters or leading OCONUS sourcing teams.
