Job description

ICF's Disaster Management Division seeks a Management Consultant, Strategic Resilience who will support clients in implementing federally- and state-funded grant projects, specifically in the energy sector. This position is 100% Remote in the United States. Must have experience focused on infrastructure modernization, clean energy transition and/or resilience/sustainability in these areas.
Compensation: While the range below is broader, this position will offer a base salary 100 - 120's, firm. Offer based on % of job description match and location.
The Consultant will work with ICF staff and our clients to deliver grant and program management support across opportunities funded by federal and state agencies including the Federal Emergency Management Agency (FEMA), Department of Energy (DOE), Department of Transportation, Environmental Protection Agency (EPA), and Department of Commerce. The Manager will support ICF clients in the delivery of federally- and state-funded grant programs, working closely with senior project leadership to ensure compliant execution, strong client service, and high-quality deliverables.
The ideal candidate will have a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. The candidate should be familiar with the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) and successful implementation of innovation and resilience strategies. This position represents an exceptional opportunity to join an expert team to facilitate change and help make a lasting difference
Key Responsibilities:
• Support and manage components of complex programs under the direction of a Senior Manager or Director.
• Serve as a primary point of contact for client program staff; support senior leadership in executive engagements.
• Lead coordination and execution of all program's activities, including schedule, budget, and scope.
• Participate in and support client meetings, stakeholder briefings, and presentations.
• Coordinate clients' innovation and resilience priorities, secure grant funding, and successfully implement federally and state-funded programs.
• Manage and coordinate project staff and subcontractors on assigned tasks or workstreams, with oversight from senior leadership as appropriate.
• Coordinate across critical infrastructure and natural hazard disciplines to deliver high-quality strategies and advice to clients.
• Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for FEMA, BIL and IRA related program, and similar programs/projects.
• Monitor program performance status and establish necessary tools for control over programs results.
• Provide regular updates to project leadership on milestones, risks, and deliverables.
• Support business development activities, including proposal development.

MUST HAVE Qualifications:
• Bachelor's Degree in relevant field.
• 8+ years of experience and demonstrated success managing complex multi-disciplinary teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
• 4+ years of DOE, EPA, FEMA, and/or other federal or state agency project management experience focused on infrastructure modernization, clean energy transition and/or resilience/sustainability.
• 4+ years of experience in grant writing and grant management including quality control, federal cross-cutting requirement compliance, and reporting.
• Able and willing to travel (flight and vehicle) for work as needed.
. Must have a valid current U.S. driver's license and can successfully pass a Motor Vehicle Records (MVR) check.
Preferred Skills/Experience: (These may provide more edge and preference than candidates who have only the required skills)
• Master's or higher-level degree in a related field.
• Experience in the energy sector, specifically working with utilities, Federal agencies and/or state energy offices.
• Familiarity with disaster planning, recovery, and mitigation, and using grants management systems.
• Experience managing tasks or workstreams within large, multi-million-dollar programs.
• Certification as a Project Management Professional (PMP).

The pay range for this position based on full-time employment is:
$89,649.00 - $152,404.00
