Enable precision and clarity in the delivery of a mission-critical Department of Veterans Affairs (VA) cloud platform. As the Technical Requirements Analyst, you will support the intake, documentation, analysis, and tracking of platform requirements and service requests.
Position Description: The Technical Requirements Analyst is responsible for requirements and service request management, capabilities documentation, and platform dependency tracking.
Minimum/General Experience: 5 years of experience in technical requirements management and analysis
Minimum Education: Bachelor's Degree in information technology, business administration, systems engineering, or related field
Essential Skills/Qualifications:
  • Excellent ability to support backlog grooming and sprint planning with well-formed requirements
  • Excellent experience establishing and managing service request intake processes using Jira
  • Excellent experience documenting policies and procedures for requirements processing in a federal environment
  • Excellent ability to track, measure, and report service request response times against defined service level agreement (SLA) standards
  • Excellent experience developing and maintaining comprehensive capabilities and services documentation including points of contact, governing standards, service descriptions, and operational expectations
  • Excellent ability to develop and maintain platform dependency lists identifying escalation procedures, governing standards, and operational expectations for all platform dependencies
  • Above average ability to develop and deliver stakeholder training on service request intake procedures and communication processes
  • Working knowledge of SAFe Agile ceremonies and their relationship to requirements management
  • Experience supporting federal government programs and enterprise-scale applications operating in cloud-based or hybrid environments
  • Excellent verbal and written communication skills

Tasks/activities include, but are not limited to:
  • Establishes, implements, maintains, and documents VA-approved policies and procedures ensuring all requirements and service requests are processed through Jira
  • Reduces barriers and complexity for stakeholders requesting assistance
  • Monitors and tracks all service request response times against SLA standards
  • Produces weekly Requirements and Service Request Response Time and Trend Reports, identifying all requests that failed to meet minimum standards on the first page
  • Provides stakeholder training at least once per Program Increment (PI) on Requirements and Service Request intake procedures and expectations
  • Tracks and reports production availability and reachability metrics against SLA requirements
  • Supports the development and delivery of the Capabilities and Services Document
  • Identifies points of contact, governing standards, service descriptions, and operational expectations for capabilities and services
  • Supports the development and delivery of the Platform Dependency List
  • Maintains sufficient analytical capacity to support ad hoc data collection, analysis, and reporting requests within Government-defined timelines
  • Contributes to Weekly Progress Reports and the Monthly Deliverables Report with requirements-related data, SLA compliance status, and service request metrics

Compensation & Benefits: The annual projected pay range for this position is $79,203 - $111,350 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
