Job description

HealthPartners is hiring a Senior Technical Business Analyst - HealthPlan Systems. The Analyst plays a key role in supporting and enhancing technology solutions that power our Health Plan operations. Working closely with business and technical partners, the Analyst helps deliver effective solutions, resolves complex technical issues, coordinates system integrations, and ensures applications continue to meet the evolving needs of our organization. The role also contributes to technical documentation, process improvement efforts, and the design of integrated systems and services.

As part of the Health & Care Engagement Technology (HCET) team, this position supports a portfolio of applications focused on care and utilization management, data interoperability, analytics, and document management. In addition to providing day-to-day application support, the Analyst partners with stakeholders to improve the user experience, support platform upgrades, and contribute to strategic initiatives that advance HealthPartners' Health and Care Engagement modernization efforts.

Reporting to the Manager of IT Health Plan Systems, this individual will join a collaborative team of eight professionals, including analysts, developers, engineers, and a Scrum Master.

Required Qualifications:

  • Bachelor's degree or equivalent combination of education and experience.
  • Six (6) years of IT analysis and technical design experience
  • Three (3) years of project management experience
  • Two (2) years of experience with Oracle technologies (PL/SQL, SQL, stored procedures, and package development) or Microsoft SQL Server
  • Two (2) or more years of experience working in an Agile environment and utilizing related tools such as Jira, ServiceNow, Azure DevOps (ADO), or similar platforms.
  • Strong proficiency with Microsoft Office applications, including Visio, PowerPoint, and related tools.
  • Exposure to artificial intelligence (AI) tools and technologies
  • Strong understanding of system infrastructure and the ability to assess and support the integration of new solutions within existing environments.
  • Proven ability to gather, analyze, and translate business requirements into effective technology solutions and deliverables.
  • Excellent communication skills, with the ability to effectively engage both technical and non-technical audiences.
  • Strong technical writing and documentation skills, including the creation of requirements, process flows, and system documentation.
  • Demonstrated experience leading medium-sized projects and driving initiatives from planning through implementation.
  • Exceptional analytical, critical thinking, and critical thinking skills.
  • Availability to participate in a periodic 24/7 on-call support rotation.

Preferred Qualifications:

  • Experience within the health plan, managed care, or broader healthcare industry.
  • Experience with healthcare interoperability standards and frameworks, including HL7 FHIR and Da Vinci implementation guides.
  • Experience supporting payer-provider data exchange, API integrations, or interoperability initiatives within a health plan or healthcare environment.
  • Experience supporting Case Management, Disease Management, and/or Utilization Management workflows.
  • Experience leveraging Agentic AI, AI agents, or other emerging artificial intelligence technologies to support business or operational objectives.

Hours/Location:

  • M-F; Core business hours
  • This is a hybrid position with the ability to work primarily remotely. Local candidates are strongly preferred to support occasional onsite meetings, team gatherings, and workgroup sessions.
  • Participation in a team-based on-call rotation, occurring approximately every 10 to 12 weeks.

Responsibilities:

  • Analyzes functional and technical requirements for changes or enhancements and prepares system designs and specifications.
  • Defines technical specifications based on business requirements; consults with business partners regarding technical possibilities and limitations.
  • Diagnoses and corrects system failures, coordinates issue resolution, and assesses problems to recommend actions to prevent re-occurrence.
  • Identifies and coordinates programming efforts to ensure program design and implementation meet the business partners' functional specifications.
  • Manages large team projects and coordinates team resources on enterprise initiatives.
  • Identifies technical software for business requirements, assessing potential infrastructure needs, integration, and capacity requirements.
  • Develops, tests, debugs, documents, and installs programs.
  • Designs and develop moderately complex user interfaces for Client Server applications.
  • Participate in the development of user manuals, user procedures, technical support documentation, and operation procedures.
  • Assists Business Partners with clarifying and prioritizing service requests.
  • Documents business priorities for IT service changes; triaging and overseeing actions, changes to priorities, and issues regarding those requests.
  • Assesses costs, technical capability, and resource availability for SRFs, Mid-sized projects, and issue resolution.
  • Performs code reviews when necessary; ensuring that the code aligns with technical specifications.
  • Advises Business Partners regarding service request priorities and service request integration across the application or platform.
  • Assesses change records to identify potential integration or service issues; coordinates change tasks and release management.
  • Identifies the need for and recommends standard processes, procedures, and best practices.
  • Creates architectural diagrams with data flows across software and hardware integrations.
  • Creates and executes system, unit, and/or test plans for mid-sized to large system changes.
  • Provides training, professional support and mentoring for Application Developers and other Analysts.
  • Supports third party application software; interacts with vendors regarding problems, upgrades schedules, and software installations.
  • Provides requested documentation and interviews with auditors and third-party requestors.
