Role Overview: The successful candidate will be able to work in a diverse SAFe/Agile environment with minimal supervision and constantly changing requirements. This is a senior-level position requiring extensive experience in Oracle enterprise data architecture, database design, data integration, and data governance. The candidate will be expected to provide technical leadership, establish enterprise data architecture standards, develop scalable data solutions, and collaborate with cross-functional teams to support business and mission objectives.
Responsibilities:
  • Design and implement enterprise Oracle data architecture solutions supporting mission-critical business applications.
  • Develop and maintain conceptual, logical, and physical data models for enterprise systems.
  • Architect highly available Oracle database environments utilizing technologies such as RAC, Exadata, Oracle Cloud Infrastructure (OCI), and hybrid cloud solutions.
  • Design and optimize enterprise data integration solutions using Oracle Data Integrator (ODI), Oracle GoldenGate, APIs, and ETL/ELT processes.
  • Establish and enforce enterprise data architecture standards, governance policies, development methodologies, and best practices.
  • Lead performance tuning, database optimization, capacity planning, and troubleshooting for high-volume Oracle environments.
  • Produce architecture documentation, technical designs, Architecture Decision Records (ADRs), reference architectures, and implementation guidance.
  • Lead modernization initiatives involving legacy Oracle Forms, Reports, Designer applications, and cloud migration strategies.
  • Collaborate with business stakeholders, project teams, and technical leadership to translate business requirements into scalable technical solutions.
  • Ensure enterprise compliance with data governance, security, privacy, auditing, and regulatory requirements.
  • Provide technical leadership, mentoring, and architectural oversight to development and database engineering teams.
  • Participate in architecture reviews, design governance, and enterprise technology planning activities.

Required Minimum Qualifications:
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline (or equivalent combination of education and experience).
  • Minimum 10 years of experience designing, developing, and implementing Oracle database solutions in enterprise environments.
  • Minimum 5 years of experience serving as a Lead Data Architect, Enterprise Data Architect, or Solution Architect.
  • Expert knowledge of Oracle Database, PL/SQL, SQL optimization, packages, procedures, triggers, views, and performance tuning.
  • Experience with Oracle RAC, partitioning, high availability, disaster recovery, and enterprise database optimization.
  • Experience designing enterprise data models and implementing data architecture best practices.
  • Experience with Oracle Data Integrator (ODI), Oracle GoldenGate, or equivalent enterprise data integration technologies.
  • Experience architecting Oracle Cloud Infrastructure (OCI) or hybrid cloud environments.
  • Experience implementing enterprise data governance, security, auditing, and data quality frameworks.
  • Experience producing technical architecture documentation, solution designs, and architectural standards.
  • Experience working in Agile or SAFe software development environments.
  • Demonstrated ability to lead cross-functional technical teams and communicate effectively with executives, stakeholders, and development teams.

Nice to Have Qualifications:
  • Oracle Certified Professional (OCP), Oracle Cloud Infrastructure (OCI), or Oracle Database certifications.
  • Experience with Oracle Exadata, Autonomous Database, Oracle Data Safe, and Oracle Enterprise Manager.
  • Experience modernizing Oracle Forms, Reports, Designer, or legacy Oracle applications.
  • Experience developing enterprise data governance frameworks and master data management strategies.
  • Experience designing enterprise canonical data models and enterprise integration architectures.
  • Experience integrating Oracle platforms with Salesforce, ERP, GIS, case management, or enterprise analytics platforms.
  • Experience supporting federal government programs or highly regulated industries.
  • Experience with DevSecOps, CI/CD pipelines, Git, Liquibase, Flyway, or automated database deployment tools.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. Individuals may also be subject to a background investigation including, but not limited to criminal history, employment and education verification, drug testing, and creditworthiness.
