Summary
About the Position: As an IT Specialist (Information Security), you will serve as a Communications Security (COMSEC) Account Manager. You will be responsible for the accountability, control, and distribution of cryptographic keys and materials. This includes managing the Key Management Infrastructure (KMI), loading and registering keys, providing customer support, and preparing for security audits. Your role is vital to ensuring the integrity of secure communications.

  • Administer, maintain, and manage an Army communications security (COMSEC) account, including Key Management Infrastructure (KMI) and associated cryptographic material.
  • Perform regular compliance audits, self-inspections, and security briefings to ensure all COMSEC and line items are accounted for and in compliance with established security directives.
  • Provide accountability for COMSEC material through its entire lifecycle, including receipt, control, inventory, transfer, issue, reporting, safeguarding, and destruction in accordance with NSA, DOD, and Army regulations.
  • Distribute and support cryptographic keys and Controlled Cryptographic Items (CCI) to local and remote mission partners, including other DoD organizations and allied nations.
  • Troubleshoot and resolve issues with COMSEC hardware and software components, including performing system startups, reboots, and backups for network and standalone systems.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must obtain and maintain their professional and technical certifications as assigned and directed by applicable NSA, DOD and US Army requirements.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.

Basic Requirement for Information Technology Specialist (Information Security), GS-2210-11:
Experience: Information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) demonstrating each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work that sometimes requires editing by others, or requires review prior to completion.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions or complaints; asking appropriate questions to clarify information about issues, escalating non-routine issues to the appropriate individual, team, or organizational group; and responding to inquiries in a timely manner and keeping customers informed of status and status changes.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: providing answers to routine inquiries in a clear, concise, and organized manner; actively listening to others, paying attention to verbal and non-verbal cues and listening for misunderstanding and misinterpretation.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: making routine decisions independently, where there is a standard process; identifying problems or inefficiencies in work processes and activities and recommending solutions; recognizing situations when further guidance is needed from senior colleagues or supervisors.
In addition to the basic requirement, you must also demonstrate that you meet the specialized experience OR education requirements listed below:
Specialized Experience:
One year of specialized experience which includes: 1) Assisting in the management or inventory of sensitive information technology assets or materials; 2) Applying security regulations or procedures to protect information systems and data; AND 3) Providing technical assistance to users for troubleshooting issues with hardware, software, or network systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
