Key Responsibilities:
  • Leads end-to-end proposal development, and fully accountable for 100% compliance, timely delivery, and strategic alignment with business objectives.
  • Proactively partners with Solutions and Capture teams to shape compelling, customer-focused messaging with integrated win themes across proposal volumes
  • Leads high-performance proposal operations, including kickoff meetings, daily stand-ups, and milestone reviews, ensuring team alignment and accountability.
  • Owns proposal architecture, including the rapid development of effective, compliant outlines; creation of templates, compliance matrices, and quality control protocols.
  • Facilitates color reviews and final QA, ensuring proposals are polished, compelling, and strategically positioned to win.
  • Manages final production and submission, overseeing all aspects of delivery and post-submission follow-up.
  • Maintains proposal assets and knowledge base, contributing to continuous improvement and organizational readiness.
  • Performs additional strategic duties in support of business development and growth initiatives.

Skills Required:
  • Bachelor’s degree
  • Proven success supporting small business growth in federal contracting and managing proposals over $5M
  • 5+ years of proposal management experience supporting federal, state, or local opportunities, including compliance, writing/editing, color reviews, and final submission
  • Exceptional time management and organizational skills; adept at juggling multiple priorities, balancing competing deadlines, and maintaining composure under pressure in fast-paced, remote environments.
  • Proven knowledge and experience in supporting efforts to elevate proposal quality, optimize evaluation scores, and contribute to increased win rates
  • Proficiency in Shipley methodologies and industry best practices
  • Exceptional written and verbal communication, editing, and interpersonal skills
  • Proficient in market research tools: GovWinIQ, eBuy, SAM.gov, FPDS
  • Advanced skills in Microsoft Office Suite, SharePoint, Adobe Acrobat, desktop publishing and AI tools
