Description

SAIC is seeking an Acquisition Lead to provide Systems Engineering and Technical Advisory (SETA) services in Chantilly, VA to our government customers in a dynamic System Program Office (SPO) for the National Reconnaissance Office (NRO) in the Chantilly, VA area.  The Acquisition Lead will be critical support for the development and execution of contracts for multiple major satellite programs. The successful candidate will work with the government contracts team to support the Program Director and Program Managers in executing the full lifecycle of each program. The job requires familiarity with the NRO organization, major acquisition processes, and satellite systems. This position is designated as Key Personnel on the contract.

Job Responsibilities:

  • Provide key support to the development of acquisition plans of a major satellite program.
  • Provide expert advice to the Program Director, Program Managers and Contracting Staff regarding acquisition strategies, contracting, budgeting, and execution.
  • Provide expert contracting assistance to technical personnel involved in development of Statement of Work (SOW) or data deliverable requirements for variety of pre-award and/or post-award procurement actions (e.g., Requirement, SOW, CDRLs, Incentive Plans, etc.)
  • Develop and manage documents and briefings to communicate status, recommendations and approach.
  • Support the Contract Officer Technical Representatives (COTRs) and Developers by coordinating with other acquisition domain Subject Matter Experts (SMEs) and program stakeholders to develop, modify, and maintain contract documentation (award fee, period of performance extensions, and admin modifications etc.)
  • Assist with contract negotiation, price reasonableness determination, administration, and termination procedures.
  • Draft technical evaluations and function as an advisor in source selections.
  • Provide technical and programmatic assessments of contractor designs and milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements.
  • Monitor and evaluate contractor performance for compliance with contract terms/conditions and ensure timely submission of contract deliverables.
  • Review Contract Data Requirements List (CDRL) deliverables to ensure content, accuracy, and sufficiency to meet program requirements and objectives.
  • Participate in program reviews and technical interchange meetings.

Qualifications

  • Bachelor's degree in Business, Physics, Engineering, Mathematics or related discipline with 18+ years related experience, or Master’s degree in Business, Physics, Electrical Engineering, Mathematics or related discipline 16+ years related experience; PhD or JD and 15 years or more experience.
  • Active TS/SCI with polygraph.
  • 5 years of NRO experience
  • Major system acquisition for satellite program
  • Satellite MSA experience
  • Authored specs, statements of works, conops, test plans and procedures, developing requirements. DOORS used as management system 
  • Systems Requirement review, preliminary design review, critical design review
  • Demonstrated knowledge and application of defense and intelligence acquisition, budget planning and contracting.
  • Excellent interpersonal, leadership, programmatic, and problem-solving skills.
  • Strong briefing and writing skills.
  • Demonstrated ability to be effective in a fast-paced, dynamic, and energetic environment.
