Position Overview

The Project Manager will manage the day-to-day planning, coordination, and execution of assigned projects supporting FEMA disaster recovery, Public Assistance, and related emergency management programs.

The Project Manager will be responsible for project scope, schedule, budget, deliverables, documentation, risks, and stakeholder coordination, ensuring projects are delivered in accordance with client requirements, FEMA policies, applicable regulations, and established program standards.

The position will work closely with the Program Manager, Financial & Grants Manager, technical specialists, contractors, FEMA, COR3, and other stakeholders to support timely, compliant, and high-quality project delivery.

Key Responsibilities
  • Manage assigned projects from initiation through completion and closeout, including scope, schedule, budget, deliverables, and project documentation.
  • Develop and maintain project plans, schedules, milestones, action items, risk registers, and performance trackers.
  • Coordinate project teams, technical specialists, contractors, consultants, applicants, and other stakeholders to ensure timely execution of project activities.
  • Support FEMA Public Assistance processes, including applicant coordination, damage documentation, project formulation, scope development, cost information, project delivery, and closeout.
  • Monitor project progress, identify schedule, scope, cost, and resource issues, and implement corrective actions as needed.
  • Coordinate with the Financial & Grants Manager on project costs, funding, documentation, reimbursement, compliance, and financial reporting.
  • Ensure project documentation, records, and deliverables are accurate, complete, and maintained in accordance with FEMA, client, and program requirements.
  • Prepare and review project status reports, dashboards, meeting materials, performance metrics, and other required deliverables.
  • Identify and escalate project risks, issues, dependencies, and changes to the Program Manager and recommend appropriate resolution strategies.
  • Support project quality assurance, compliance, stakeholder communication, and continuous improvement throughout the project lifecycle.
Required Qualifications
  • Bachelor's degree in Project Management, Engineering, Construction Management, Business Administration, Emergency Management, Public Administration, or a related field. Equivalent relevant experience may be considered.
  • Minimum of 5 years of progressive project management experience, preferably supporting federal, disaster recovery, infrastructure, grants, or emergency management programs.
  • Demonstrated experience managing project scope, schedules, budgets, deliverables, risks, and stakeholder coordination.
  • Knowledge of FEMA Public Assistance, disaster recovery operations, federal grant requirements, or related public-sector programs.
  • Experience coordinating multidisciplinary teams, contractors, consultants, and government stakeholders.
  • Strong organizational, analytical, problem-solving, and documentation skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office applications, including Excel, and project management, scheduling, and reporting tools.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced program environment.
Preferred Qualifications
  • PMP or other recognized project management certification.
  • Experience supporting FEMA Public Assistance, Hazard Mitigation Assistance, CDBG-DR, or other disaster recovery programs.
  • Experience with FEMA Grants Portal, Grants Manager, Project Worksheets, Damage Inventories, scope and cost development, or project closeout.
  • Experience supporting infrastructure recovery or federally funded capital programs.
  • Experience working with state, territorial, municipal, or nonprofit applicants and subrecipients.
  • Experience in Puerto Rico, the Caribbean, or other post-disaster recovery environments.
  • Bilingual English/Spanish communication skills are strongly preferred.

Work Environment & Travel

This position may be performed in a remote, or client-site environment depending on contract and client requirements.

Travel may be required to support applicant meetings, project sites, field inspections, stakeholder meetings, and other project-related activities. The position may require periods of accelerated activity and changing priorities during active disaster recovery operations.
