Description:
Position Overview
Our client is seeking an experienced Senior Project Manager to lead and coordinate a strategic Data Modernization Program supporting the modernization of the Auto Liability Claims Management (ALI) and Group Insurance Membership Systems (GIMS).
This role will oversee multiple concurrent workstreams involving cloud data architecture, data migration, governance, reporting, operational readiness, testing, deployment, and application integration activities. The selected candidate will provide overall program delivery leadership, ensuring successful coordination across technical teams, business stakeholders, vendors, and executive leadership.
The ideal candidate will possess extensive experience leading enterprise-scale modernization initiatives, strong project governance expertise, advanced Microsoft Project skills, exceptional written and verbal communication abilities, and a proven track record managing complex cloud transformation programs. Senior-level expertise in Microsoft Project, written communication, client focus, and leadership presence is critical to success in this role.
Required Qualifications
  • 8+ years of experience managing enterprise IT programs or large-scale technology projects.
  • Proven experience leading cloud modernization, enterprise transformation, or large-scale data migration initiatives.
  • Strong technical background with the ability to partner with and challenge technical solutions to achieve desired business outcomes.
  • Advanced experience using Microsoft Project for enterprise project planning and reporting.
  • Experience coordinating cross-functional technical and business teams.
  • Strong understanding of:
    • Work Breakdown Structures (WBS)
    • Milestone planning and reporting
    • Agile methodologies
    • Waterfall methodologies
    • Hybrid delivery frameworks
  • Extensive experience managing:
    • Project schedules
    • Dependencies
    • Risks and issues
    • Governance reporting
    • Executive communications
  • Knowledge of quality management and compliance frameworks such as:
    • ISO 9000
    • ISO 27001
    • CMMI Level 3
  • Strong leadership presence with exceptional stakeholder management skills.
  • Excellent written and verbal communication skills with strong attention to detail.
  • Experience working with vendors, implementation partners, and enterprise stakeholders.

Preferred Qualifications
  • PMP, PMI-ACP, Certified Scrum Master (CSM), or equivalent project management certification.
  • Experience supporting public sector or government modernization initiatives.
  • Familiarity with Microsoft Dynamics 365, Power Platform, Azure Data Lake, Azure SQL Data Warehouse (EDW), Dataverse, and related Azure data technologies.
  • Experience managing cloud migration, data modernization, and data governance initiatives.
  • Working knowledge of legacy platforms and technologies, including GIMS, ALI IMS/DB2, mainframe systems, Microsoft Access databases, Excel/Word-based business processes, DocuWare, and Power Platform.
  • Experience providing overall program and delivery accountability across large-scale enterprise initiatives.
  • Strong executive stakeholder management skills, including agency executive relationship management.
  • Experience facilitating governance reviews, stage-gate approvals, steering committee meetings, and executive decision-making processes.
  • Experience coordinating across multiple teams, vendors, and cloud service providers while serving as an escalation point for delivery risks and critical issues.
  • Experience overseeing cross-functional technology teams and ensuring alignment across parallel workstreams.
