Job Description

RESPEC is currently seeking a Project Manager to join our team in supporting a high-profile New Mexico state government client.

This Project Manager will lead execution for two certified technology initiatives within the client's Tax & Revenue and Motor Vehicle Divisions. You will be responsible for navigating the project life cycle for the GenKFI Replacement, a major modernization of core financial and accounting interfaces, and the AAMVA Service Cutover, which involves migrating New Mexico's MVD systems to modernized national messaging protocols. This is a critical role for the state, ensuring that tax revenue management remains accurate and that motor vehicle data exchange remains compliant with modern national standards like REAL ID.

Core Responsibilities

  • You will drive the day-to-day progress of these modernization efforts by coordinating project schedules, milestones, and high-stakes deliverables. This includes facilitating communication between technical teams, vendors, and business stakeholders to ensure alignment on project goals. You will be responsible for maintaining comprehensive project plans, action items, and status reporting, while proactively identifying and escalating risks to ensure scope and quality are never compromised.
  • As the projects move toward implementation, you will manage transition and "cutover" activities. This involves coordinating testing phases, migration schedules, and operational readiness reviews. You will serve as the central point of coordination during go-live events, ensuring that legacy systems are retired and new services are launched with minimal disruption to state operations and public services.
Qualifications

Required Technical Experience

Project Management Foundational Experience

  • As this is a mid-level Requirement, candidates must demonstrate several years of experience managing technology projects from initiation through completion. You should have a proven track record of coordinating cross-functional teams and managing complex schedules in a structured environment.

Financial or Tax System Implementation

  • Experience supporting the implementation or modernization of General Ledger, financial reporting, or tax administration systems is highly preferred. You should be familiar with the complexities of financial data accuracy and auditability requirements.

System Migrations & Service Cutovers

  • Recent experience managing a "cutover" or system migration is essential. You must understand the technical and operational steps required to move from legacy architecture to modern cloud services or web-based messaging protocols.

Compliance & Government Operations

  • Because this role supports a SLED/Government client, you must have experience working within formal project governance frameworks and be capable of maintaining rigorous documentation standards.

Preferred Qualifications

  • Previous experience supporting a State Department of Motor Vehicles (DMV) or Motor Vehicle Division (MVD).
  • Familiarity with AAMVA standards, Uni-batch messaging, or REAL ID compliance.
  • Experience with large-scale financial system replacements or ERP modernization.
  • An active PMP or equivalent project management certification.
