This position is located in the Department of Health and Human Services, Health Resources and Services Administration, headquartered in Rockville, Maryland.

Help
As a Legislative Officer you will:
  • Serves as key advisor to the Administrator in planning and coordinating the overall agency legislative programs, considering current and long-range program plans, appraising and evaluating
  • Works with officials of the agency and Department, plans legislative programs, and advises the Administrator and other officials of the implications in the nature of legislative proposals
  • Works with the Director of Legislation in coordinating the development and review of all new and proposed legislation... Reviews and clears all reports and related materials on proposed legislation prior to approval by the Administrator
  • Establishes and maintains liaison with the appropriate congressional committees which deal with HRSA legislative issues. Maintains liaison with the staff of congressional committees for the purposes of providing them with information on specific legislation, and for keeping the agency abreast of developments in areas of HRSA and Department interest.
  • The incumbent exercises the following personnel management authorities: ... Makes decisions on major work problems presented by subordinate supervisors or other key staff... Rates the performance of subordinate supervisors and reviews rating issued by subordinate supervisors... Develops and implements methods such as team building to improve office operations

WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing of ALL the following:
  • Leading the development and implementation of legislative strategies, priorities, and work plans across organizational components to support agency-wide policy and program objectives.
  • Advising senior executives on the implications of proposed legislation, congressional activity, and policy options to inform decision-making on matters affecting HRSA programs.
  • Coordinating the review, clearance, and delivery of legislative materials, briefing documents, testimony, and reports to ensure timely and accurate responses to congressional and departmental requirements.
  • Establishing and maintaining effective working relationships with congressional staff, departmental officials, Federal partners, and internal bureaus and offices to advance HRSA's legislative interests.
  • Assigning work to senior advisors and legislative analysts, evaluating performance, resolving complex operational issues, and implementing process improvements to achieve legislative program goals.
