Senior Project Manager โ€“ Federal Correspondence & Records Management Support (ORMS)

Location

100% Remote / Virtual (United States-based). Work is performed virtually unless otherwise directed by the Government. Occasional pre-approved travel may be required and will be handled as an Order-Level Material (OLM) in accordance with the Federal Travel Regulation.

This range is market-competitive for a remote Senior Project Manager role requiring 10+ years of specialized Federal business services experience, SME-level expertise in Federal Records Management/FOIA/FACA/Section 508, and technical writing proficiency. Position Summary

The Senior Project Manager provides critical non-personal advisory and assistance services (A&AS) to the USDA Forest Service, Office of Regulatory and Management Services (ORMS). This role leads comprehensive project and correspondence management support, ensuring the timely, accurate, and compliant flow of priority correspondence through legacy and modern systems (ICCT, ECMM, CoRe).

The PM serves as a strategic advisor and technical project management expert, supporting ORMS leadership in workflow optimization, executive decision-making, content alignment, and organizational transformation initiatives. This position is pivotal during the Forest Service's 2026 major restructuring (HQ relocation to Salt Lake City, transition to state-based model, regional office closures).

Success requires deep expertise in Federal Records Management, FOIA/FACA processing, Section 508 compliance, and technical writing, combined with proven ability to deliver high-volume, time-sensitive support in complex Federal operational environments.

Key Responsibilities (Aligned with PWS Task Areas)

  • Lead technical project management for correspondence management processing systems, methods of managing public inquiries, Section 508 compliance, and electronic tools (e.g., SharePoint).
  • Develop and maintain the Project Management Strategy Plan (PMSP); identify, track, and alert leadership to critical milestones affecting Government decisions.
  • Prepare internal briefing materials, analyses, and presentation materials for Government review.
  • Facilitate and document executive-level meetings, including agendas, minutes, action items, and decisions.
  • Support content management alignment: map internal strategic documents, frameworks, and tools to ORMS program activities; assist in drafting Business Case documents and Analysis of Alternatives.
  • Oversee quality control, schedule management, and deliverable management to meet or exceed Acceptable Quality Levels (AQLs) defined in the QASP.
  • Provide transition support, including data handover in standard formats and close-out activities.
  • Ensure all work maintains compliance with Federal Records Management, FOIA, FACA, and Section 508 requirements while supporting ORMS's national mission across regions and units.

Required Qualifications (Directly from PWS Key Personnel + Relevancy Criteria)

Minimum Education & Experience:

  • Bachelor's degree in a relevant field (Business Administration, Public Administration, Information Management, or related discipline) or equivalent combination of education and experience.
  • Minimum 10 years of experience providing business services to Federal organizations, with demonstrated progression in project/program management responsibilities.
  • Subject Matter Expert (SME) level expertise in:
    • Federal Records Management (including FOIA and FACA requirements)
    • Section 508 Regulations and compliance
    • Technical writing requirements for the Federal government

Mandatory Experience Alignment (Relevancy โ€“ Factor 2 Evaluation Criteria): Candidates must demonstrate relevant experience assessed for similarity to this requirement across the following dimensions. Proposals and resumes will be evaluated on the strength of this alignment:

  • Technical nature of the work - Direct hands-on experience managing or supporting Federal correspondence management systems, controlled correspondence processing, records management workflows, FOIA/FACA processing, and content management systems.
  • Complexity or operational environment - Proven performance in high-stakes, multi-stakeholder Federal environments involving statutory deadlines, legislative mandates, executive-level decision support, and coordination across headquarters and field/regional components.
  • Volume, magnitude, or geographic coverage - Experience supporting high-volume national or enterprise-wide programs (ideally spanning multiple regions, units, or geographic areas) with significant throughput of controlled correspondence, records, or information requests.
  • Types of customers served - Extensive experience serving Federal government customers (USDA, DOI, or similar cabinet-level agencies preferred). Experience with State government or institutional environments (e.g., large public universities, regulatory bodies) is also relevant.

Additional Mandatory Requirements:

  • Minimum 2 years of direct experience with Federal correspondence management systems.
  • Strong proficiency with Microsoft 365, SharePoint, and modern content/records tools; familiarity with legacy Federal correspondence or content systems is highly desirable.
  • Demonstrated ability to develop Project Management Strategy Plans, track milestones, produce executive briefings, and facilitate meetings with senior Government leaders.
  • Excellent written and verbal communication skills, with proven technical writing expertise for Federal audiences.
  • U.S. Citizenship required. No security clearance is required for this position.

Preferred Qualifications (Highly Desirable for Competitive Advantage)

  • Direct experience supporting Natural Resource Preservation organizations (e.g., USDA Forest Service, National Park Service, Bureau of Land Management, Fish and Wildlife Service, or state natural resource/environmental agencies) - viewed more favorably per solicitation evaluation criteria.
  • Prior experience with the specific systems referenced in the PWS (ICCT, ECMM, CoRe) or similar legacy-to-modern content/correspondence system transitions.
  • Experience supporting Federal agencies during major organizational transformations, HQ relocations, or regional restructuring.
  • Familiarity with Quality Assurance Surveillance Plans (QASP), Performance Requirement Summaries (PRS), and developing responsive Quality Control Plans (QCP).
  • Project Management Professional (PMP) or equivalent certification.
  • Prior GSA schedule or Federal A&AS contract experience.
