Job SummaryTYLin is seeking a highly skilled Senior Project Manager for the Building Design and Construction division. Operating under administrative direction, this position plans, organizes, directs, and controls all phases of complex public building and infrastructure projects from initial concept through design, construction, and final contract closeout.
The ideal candidate possesses deep expertise in capital project budgeting, structural design specifications, and construction contract administration. This role is a highly visible position requiring exceptional stakeholder coordination and conflict resolution skills.Responsibilities & QualificationsResponsibilities:
  • Project Governance: Manage all phases of capital building projects generally valued between $20 million and $75 million.
  • Financial Management: Formulate project budgets, calculate overhead, track project expenditures, and enforce cost control measures.
  • Design Oversight: Manage conceptual design architecture, schematic plans, and the technical aspects of civil, mechanical, structural, electrical, and geotechnical engineering specifications.
  • Regulatory & Permitting: Direct Environmental Impact Report (EIR) processes, verify compliance with city zoning laws, and secure required building and utility permits.
  • Contract Administration: Author work statements, review progress billings, evaluate contractor change orders, and negotiate contract disputes.
  • Team Leadership: Direct and coordinate the work of multidisciplinary technical teams, engineering staff, and architects across organizational lines.
  • Stakeholder Engagement: Serve as the primary liaison to facilitate communication between the public, private contractors, special interest groups, and city commissions.
  • Disaster Service Mandate: Deploy and assist in city emergency operations when called upon, fulfilling state-mandated Disaster Service Worker duties.
  • Work Environment & Mobility: Perform essential duties in both office and field environments, which involves regular visits to active construction sites, potentially in remote locations.
  • Scheduling Flexibility: Adapt to scheduling demands, including mandatory attendance at community meetings, driving to various sites, and performing extensive night or weekend work as assigned.

Qualifications:

  • Bachelor's degree from an accredited college or university in architecture, engineering, planning, or a closely related field; or a Bachelor's degree in an unrelated field plus fifteen (15) years of direct construction project experience will substitute for the required education and experience; or fifteen + (15+) years of direct architectural, engineering, or construction management experience will substitute for the required education and experience; or current, valid registration as a Professional Engineer (PE) or Architect in the State of California will substitute for the required education and experience.
  • Project Management Professional (PMP) Certification or Prince2 practitioner certification is highly desirable.
  • Proven capability using computer-based project management software to establish, track, and modify job order schedules.
